EU’s chief Brexit negotiator Michel Barnier says he isn't optimistic about avoiding 'no deal' scenario
London: European Union (EU) chief Brexit negotiator Michel Barnier said on Saturday the bloc will not change the divorce deal agreed with Britain and that he is "not optimistic" of avoiding a no-deal outcome.

Barnier said the most contentious element of the agreement, the so-called backstop mechanism aimed at keeping the Northern Irish border open in all circumstances, must remain. British prime minister Boris Johnson, who took power last month, has called for the provision to be scrapped in order to reach a new deal ahead of the country's latest 31 October departure date.
Johnson has said he was encouraged in his bid to axe the backstop by recent meetings with German chancellor Angela Merkel and French president Emmanuel Macron, who appeared to suggest an openness to alternatives.
But writing in Britain's the Sunday Telegraph, Barnier said Brussels remained unconvinced after "intense discussions with EU member states on the need to guarantee the integrity of the EU's Single Market, while keeping that border fully open".
"The backstop is the maximum amount of flexibility that the EU can offer to a non-member state," he stated. "I am not optimistic about avoiding a 'no deal' scenario but I remain determined to explore all avenues that the UK government will present that are compatible with the withdrawal agreement," Barnier added.
The EU negotiator also said discussions about alternatives to the backstop could not begin until Britain had approved the divorce deal struck with Johnson's predecessor Theresa May late last year. It was subsequently rejected three times by British MPs, leading Brexit to be delayed to 31 October.
"We are ready to start this work immediately upon ratification of the withdrawal agreement, in parallel to finally creating clarity on our future relationship," Barnier stated. He added that if Britain left the EU without a deal it would be London's decision. "Many people in the UK understand that and I would be surprised if they succumb to the idea that the EU is to blame for a difficult political situation in the UK."

Brazil's Jair Bolsonaro says he will stop using French Bic pens after spat with Emmanuel Macron over Amazon fires
Brasília: Brazil's president Jair Bolsonaro said Friday he will stop using disposable pens made by France's Bic to sign official documents, while a diplomatic spat continues over fires in the Amazon basin. "A pen (of the Brazilian brand) Compactor and no more Bic, will work," Bolsonaro said, confirming remarks he made during a live broadcast on Facebook a day earlier.
Bolsonaro said Thursday he would stop using Bic "because it is French." When asked by AFP if Bolsonaro was serious or joking, Brazil's presidential office declined to comment. Most of the Bic ballpoint pens sold in Brazil are made in the French company's factory in the Brazilian city of Manaus in the Amazon, a Bic spokesperson told AFP.
Bolsonaro has previously cited Bic pens, which are cheap and commonly used in Brazil, as a sign of austerity after the expenses of his predecessors. Bic said it felt "flattered" to be recognised as a "democratic brand," but would not comment on the president's decision. Bolsonaro has repeatedly clashed with his French counterpart Emmanuel Macron in recent days.
On the eve of the G7 summit last week, Macron declared the forest fires, which are also affecting Bolivia, an "international crisis" and put them on the agenda of the gathering of the rich democracies. Macron also accused Bolsonaro of lying to him about Brazil's climate change stance.
Bolsonaro in turn said Macron had a "colonialist mentality" and now refuses to speak to him unless the French president retracts remarks relating to Brazil's sovereignty over the Amazon.

Washington: President Donald Trump says his secretary was dismissed after making indiscreet remarks about his children and saying things that “were just a little bit hurtful.”

Trump says Westerhout’s reported remarks that he didn’t want to be photographed with daughter Tiffany are “just absolutely false.”
He adds: “I love Tiffany. Tiffany’s a great person.”
Trump says Westerhout called him after the incident became public and “was very upset. She was down.”
Trump says Westerhout volunteered that she “was drinking a little bit” at the time.
Westerhout’s comments reportedly came during an off-the-record dinner with journalists and White House staffers.
The Associated Press was not present at the gathering. Westerhout did not immediately return a request for comment.

At least five dead, 21 injured in Texas mass shooting; police shoot gunman dead after chase
Houston: At least five persons were killed and 21 injured in the US state of Texas as a shooter targeted random people after being pulled over by traffic officials on Saturday, police said. The incident occurred in the area of Odessa and nearby Midland and police said the gunman was shot dead at the Cinergy movie theatre after a chase. However, police did not identify the shooter by his name.
The man, who was in his 30s, opened fire around 3 pm (local time) after he was pulled over. He shot at the trooper who stopped him and began shooting people at random, local media quoted Chief Michael Gerke of the Odessa Police Department as saying.
The shooter eventually ditched his car, hijacked a US Postal Service vehicle and continued to open fire, he said. Two law enforcement officers were injured. There were at least five deceased and 21 injured in the shooting, Gerke said.
Initially it was suspected that two people were involved in the shooting and police had said they were believed to be driving around separately in a gold/white-coloured Toyota vehicle and a stolen US Postal Service van.
In a Facebook post, the Midland Police Department said: "There is no active shooter at this time. All agencies are investigating reports of possible suspects." During the shooting, authorities urged public to get off the road "and use extreme caution".
President Donald Trump said he has been briefed about the incident by Attorney General William Barr. "FBI and Law Enforcement is fully engaged," he tweeted. Texas governor Greg Abbott described the incident as a "senseless and cowardly attack".
"The state of Texas and the Department of Public Safety are working closely with local law enforcement to provide resources as needed and deliver justice for this heinous attack," he said in a statement. "I thank the first responders who have acted swiftly and admirably under pressure, and I want to remind all Texans that we will not allow the Lone Star State to be overrun by hatred and violence. We will unite, as Texans always do, to respond to this tragedy," he added.
The mass shooting incident in the western Texas cities, located 32 km apart, happened nearly a month after a gunman killed 22 people and injured over two dozen as he opened fire at a Walmart in El Paso in the far western part of the state. The gunman in that shooting was arrested and charged. Firearms caused nearly 40,000 deaths in the US in 2017, which was highest in 50 years, according to official data.

Donald Trump establishes US Space Command to 'preserve dominance in orbit', calls it a 'landmark day'
Washington: Declaring space crucial to the nation's defence, President Donald Trump said on Thursday that the Pentagon has established US Space Command as part of a broader effort to preserve US dominance in orbit.
"This is a landmark day," Trump said in a Rose Garden ceremony, "one that recognizes the centrality of space to America's national security and defence." He said Space Command, headed by a four-star air force general, will "ensure that America's dominance in space is never questioned and never threatened." But there's still no Space Force.

Space Force, which has become a reliable applause line for Trump at his campaign rallies, has yet to win final approval by Congress.
The renewed focus on space as a military domain reflects concern about the vulnerability of US satellites, both military and commercial, that are critical to US interests and are potentially susceptible to disruption by Chinese and Russian anti-satellite weapons.
The role of the new Space Command is to conduct operations such as enabling satellite-based navigation and communications for troops and commanders in the field and providing warning of missile launches abroad. That is different from a Space Force, which would be a distinct military service like the army, navy, air force, marine corps and coast guard.
Congress has inched toward approving the creation of a Space Force despite scepticism from some lawmakers of both parties. The House and Senate bills differ on some points, and an effort to reconcile the two will begin after Congress returns from its August recess.
When Jim Mattis was defence secretary, the Pentagon was hesitant to embrace the idea of a Space Force. Trump's first Pentagon chief initially saw it as potentially redundant and not the best use of defence dollars. His successor, Mark Esper, has cast himself as a strong supporter of creating both a Space Force and a command dedicated to space.
"To ensure the protection of America's interests in space, we must apply the necessary focus, energy and resources to the task, and that is exactly what Space Command will do," Esper said Wednesday.
"As a unified combatant command, the United States Space Command is the next crucial step toward the creation of an independent Space Force as an additional armed service," he added.
Kaitlyn Johnson, a defence space expert at the Center for Strategic and International Studies, said she considers it likely, but not certain, that Congress will approve a Space Force in the 2020 defence bill.
The people in Space Force would be assigned to missions directed by Space Command, just as members of the Army and other services are assigned to an organization like US Strategic Command.
Like other branches of the military, Space Force would be headed by a four-star general who would have a seat at the table with the other Joint Chiefs of Staff. Trump wanted Space Force to be "separate but equal" to the other services, but instead, it is expected to be made part of the air force, similar to how the Marine Corps is part of the Navy.
Reestablishing Space Command has been a less politically contentious matter. There is a consensus that it is the most straightforward step among those proposed to shore up space defences.
"This step puts us on a path to maintain a competitive advantage," General Joseph Dunford, chairman of the Joint Chiefs of Staff, said at a National Space Council meeting last week. He also endorsed creating Space Force, saying it would make a "profound difference." Initially, the opening of Space Command will have little practical effect on how the military handles its space responsibilities. Air Force Space Command currently deals with more than three-quarters of the military space mission, and it is expected to only gradually hand off those duties to the new command.
Johnson, the CSIS expert, said the attention to space during the Trump administration has led some to exaggerate the scope of change reflected in the moves to create Space Command and Space Force.
These moves, she said, "seem very flashy and fun" but are not. "It's really just a reorganization of functions that are already happening within the military," she said.
Air force General John "Jay" Raymond will serve as the first commander of US Space Command. He currently heads air force Space Command.
At his Senate confirmation hearing 4 June, Raymond made the case for changing the way the military approaches its space mission.
"Unfortunately, our adversaries have had a front-row seat into our many successes and have seen the advantages that they provide us," he said. "And to be honest, they don't like what they see. And they're rapidly developing capabilities to negate our use of space and to negate the advantage that space provides." The political debate over creating a military service for space has focused in part on whether it would be worth the added bureaucracy and extra competition for defence dollars.
"There is no reason to believe that adding an entirely new Space Force bureaucracy and pouring buckets more money into it is going to reduce our overall vulnerability in space. I think the taxpayers deserve better than this," Senator Elizabeth Warren of Massachusetts, a Democratic presidential candidate, said at a Senate hearing in April that aired scepticism from Republicans as well as Democrats.

Imran Khan must fix economy, ensure political stability to make pitch against Article 370 relevant, claim Pakistani media reports
Prime Minister Imran Khan announced earlier this week that an event called Kashmir hour will be held every week to show solidarity with the Kashmiri people, starting on 30 August. Sirens will be blared and National Anthems of Pakistan and Kashmir will be played. As Khan readies to speak before the United Nations General Assembly on 27 September regarding the atrocities in Indian-occupied Kashmir, the country’s premier has promised to “go to any lengths” to support the cause of the region that was flung into a clampdown after the revocation of the special status given to the state.
During a joint session of parliament held on 9 August, Khan warned that if the “issue worsens to a war situation, then one must remember that both the countries are nuclear states. And no one wins a nuclear war”. Journalists, writers and experts have a different take on the premier’s statements. “What are the options for Pakistan to deal with the worsening crisis? We cannot move the international community into action by raising the spectre of a possible nuclear conflagration,” an editorial in Dawn read.
Khan’s claim of having successfully brought the attention of the international community to the Kashmir issue, referring to the United Nations convening such a meeting for the first time since 1965, which was held on 16 August was rebutted in a Pakistan Today article. “That Trump has taken a U-turn, asking India and Pakistan to resolve their issues through bilateral talks, should not lead to any extreme reaction. The (UNSC) meeting neither condemned Indian atrocities nor passed strictures on the revocation of Article 370. The telephone calls to the British PM and Saudi Crown Prince Muhammad bin Salman were of little use. Expecting Turkey or Malaysia to persuade India was equally unrealistic,” the editorial read.
Many writers, in fact, opine that the international community’s silence on the matter concerning Kashmir shows Pakistan’s diplomatic failures and its weakening global position. In choosing between siding with Pakistan’s strong stand and trade relations with India, many countries, including Muslim-majority ones, have picked the latter.
In his speech in the parliament, Khan had said that he feared the “ethical cleansing of Muslims from Kashmir” by an ideology fashioned by RSS that wants India to be a Hindu State. “The voice of not only all Pakistanis but also all Muslims in the world is with Kashmir and Kashmiris today,” he had said.
Pakistan has to move ahead of the rallying support on the basis of religion. The problem may lie in the fact that the nation takes more than it gives and has no major incentive to offer to major international players, an opinion in The Express Tribune read. “Now is a good time for Pakistan to discard the impression that it belongs to a greater Muslim Ummah — a religious coalition that will gallop through fields of fire to its aid. Religious ideology alone will never be enough for alliances to be formed. Pakistan could build better relationships with the EU and America and to receive the benefit of these alliances, Pakistan will have to move towards the idea of liberal democracy,” the article read.
Desertion by major countries across the world should be an eye-opener for Pakistan that relations are not governed on the basis of a common religion but on common interests. On the economic front, Pakistan remains at the mercy of the IMF and the World Bank for financial assistance, while the FATF sword hangs on the nation’s head.
“The UAE and Bahrain governments conferring the highest civilian award to Prime Minister Narendra Modi. It is the mutuality of interest that is reflected in the $66 billion trade between the two countries,” an article in The Express Tribune read. The piece pointed out that the UAE-Pakistan trade is valued at $10 billion as of 2015 and while nearly three million Indian expatriates work in the UAE, two million Pakistanis are employed there.
In order to garner international support, Khan has to ensure a strengthened economy and smooth functioning of the parliament. Economic stability, achieved through political stability is the course correction that may make Pakistan at least a regional stakeholder, giving its voice more strength. A Pakistan Today article said that instead of wasting the country’s time in weekly shows of solidarity, the prime minister should take the opposition on board. “Khan, in his zeal for eradicating corruption, has sidelined the importance of Parliament and other democratic institutions. Instead, the prime minister relies heavily on his very close and comfortable relationship with the military leadership,” The Express Tribune observed.
Another writer opined that for Pakistan’s protest to be registered seriously, it cannot be selective in its outrage regarding human rights abuse.
Strong statements calling the abrogation of Article 370 a “mistake” by Narendra Modi, stinging statements on Twitter, considering taking the Kashmir issue to International Court of Justice, threatening a nuclear confrontation, calling the change in demography of the state a war crime under the Fourth Geneva Convention and promising to be with Kashmiris “till the last breath” may denote Khan’s noble intention to resolve the matter at hand. However, measures of course correction to make Pakistan a country that is taken more seriously would ensure greater global weightage to the issue at hand.

Islamabad: Pakistani foreign minister Shah Mahmood Qureshi on Wednesday wrote to the UN Security Council again on the "developments" in Jammu and Kashmir. He has previously reached out to the UNSC President on 1, 6, and 13 August, according to an official press release.

"The Foreign Minister further suggested to the Security Council for doubling the number of United Nations Military Observer Group in India and Pakistan (UNMOGIP) observers and persuading India to allow them to patrol on its side of the LoC as well," the statement said.
The Pakistani minister's communications come in the wake of the abrogation of Article 370 in India. Additionally, Jammu and Kashmir has also been hived into two Union Territories of Jammu and Kashmir and Ladakh. Islamabad has objected to these latest developments in the state.
New Delhi has, however, dismissed Pakistan's comments while repeatedly reinforcing that its steps in Jammu and Kashmir are entirely a matter of its internal affairs.
Apart from this, the Pakistani prime minister Imran Khan also held separate conversations with the French president Emmanuel Macron and the Jordanian king Abdullah II on Wednesday over Jammu and Kashmir.

Leaders of Amazon countries to meet on 6 September to decide rainforests' future, says Brazilian president Jair Bolsonaro
Porto Velho: Brazilian president Jair Bolsonaro said on Wednesday that Latin America's Amazon countries will meet in September to discuss both protecting and developing the rainforest region, which has been hit by weeks of devastating fires.
The Brazilian leader also escalated a deeply personal dispute with French president Emmanuel Macron, accusing him of portraying himself as "the one and only person" concerned about the environment.
Bolsonaro's remarks pushed back at international allegations that, on his watch, the weakening of environmental safeguards in Brazil had set the stage for farmers, developers and others to set fires more aggressively this year as a way to clear land, much of it already deforested. They also highlighted the Brazilian government's contention that some international offers of help to fight the fires were an infringement of Brazilian sovereignty over the region.

Macron and other European leaders argue the fires in the Amazon require a global response because of the ecosystem's critical role in draining heat-trapping carbon dioxide from the atmosphere. Macron criticized Bolsonaro for allegedly lying to him about his commitments to biodiversity, prompting the Brazilian to accuse the French leader of evoking his country's colonial past.
On Wednesday, Bolsonaro said Germany and France had tried to "buy" Brazil's sovereignty. The acrimony has sidelined a pledge of $20 million from the Group of Seven nations to help protect rainforest in the Amazon, though Bolsonaro said he would accept "bilateral" aid and that Chile was sending four firefighting planes. Britain has pledged $12 million and Canada has offered $11 million.
Leaders of all Amazon nations except Venezuela will meet on 6 September "to come up with our own unified strategy for preserving the environment, and also for exploration sustainable in our region," Bolsonaro said after meeting with Chilean president Sebastián Piñera in the Brazilian capital, Brasilia. The conference is to be in Colombia.
Latin America countries that contain Amazon rainforest "have sovereignty over the Amazon, that needs to be recognized always," Piñera said.
A regional conservationist said "the ideal scenario" would be if the Amazon countries agree on how to preserve the region and receive robust international support in order to do it.
"Sovereignty is certainly a fundamental issue here," said Roberto Troya, regional director for Latin America and the Caribbean of the WWF conservation group. But, he said, the issue can have a negative impact "if used as a shield to isolate and distort the reality of what's going on on the ground."
Six former Brazilian environment ministers met Wednesday with Rodrigo Maia, president of the lower house of Congress, to demand stronger protections for the environment. The ministers said Brazil should accept international aid to fight the fires and accused Bolsonaro's government of dismantling environmental institutions, according to the G1 news website.
Porto Velho, the capital of Brazil's Amazon state of Rondonia, has been heavily affected by smoke from the fires.
Resident Graciela Martinez said it was important for the world to preserve the Amazon. But she questioned the surge of international concern and aid offers this year, saying fires have been common in the past.
"I suspect that there's some kind of hidden interest behind it because we had never seen this before. We've had bigger fires and it's only now that we have this worldwide ruckus," Martinez said.
Another resident, Geane Pereira de Souza, walked out of a hospital pushing a wheelchair carrying her teenage son. She said the Brazilian government has not done enough to protect the rainforest and that international help is needed.
"Any help is good and welcome," she said. "The Amazon means everything to me. Some say it's like the heart of the world."
About 60% of the Amazon region is in Brazil. The vast Amazon also spans parts of Bolivia, Colombia, Venezuela, Ecuador, Peru, Guyana, Suriname and French Guiana, an overseas region of France.
Bolivia, which shares a border with Brazil, is also struggling with fires, many of which got out of control in high winds after being intentionally set during an expansion of farming and ranching.
The fires started in July and have consumed 18,000 square kilometres (6,950 square miles) in the Bolivian Amazon and Santa Cruz, the country's agro-industrial centre, according to satellite images assessed by Fundación Amigos de la Naturaleza, a Bolivian environmental group.
President Evo Morales said up to 30% of the burned area had been the intact forest, while the rest was set on fire in the annual cycle of land-clearing.
Lingering smoke in the Amazon, meanwhile, is reportedly causing increased respiratory problems — particularly among children and the elderly — as fires in the region rage.
The number of people treated for respiratory issues increased sharply in recent days at the Cosme e Damia Children's hospital in Porto Velho, the capital of Brazil's Amazon state of Rondonia.
Fears over health impacts have been growing with the surge in fires, with more than 83,000 blazes documented by the country's National Space Research Institute since the start of the year. That's a 77% increase over the same period last year. About half of the fires occurred in the Amazon region, with most in the past month.
The state hymn of Rondonia takes pride in the region's famously beautiful skies. "Blue, our sky is always blue," it says. "May God keep it unrivalled, crystal, pure, and always keep it that way."
Some clouds and a blue sky were partly visible on Wednesday. But then the haze settled again blanketing the horizon with thick smoke that covered the early morning red-blood sun.
Annual fires usually occur around August but this year people started them earlier, said Troya of the WWF.
"Maybe the rule of law is not necessarily there," he said. "Probably people feel that they can do it without any consequence."

Boris Johnson suspends UK Parliament ahead of Brexit deadline; lawmakers opposing no-deal walk out from EU call move 'smash-and-grab democracy'
London: British Prime Minister Boris Johnson sparked fury Wednesday among pro-Europeans and MPs opposed to a no-deal Brexit by forcing the suspension of parliament weeks before Britain's EU departure date.
The pound slid on the surprise news, which opponents branded a "coup" and a "declaration of war" but Johnson claimed was necessary to allow him to pursue a "bold and ambitious" new domestic agenda.
It came a day after opposition parties vowed to seek legislative changes to prevent a no-deal Brexit.
Queen Elizabeth II approved the request to end what has been the longest session of parliament in nearly 400 years in the second week of September and reopen it on 14 October, just over two weeks before Brexit.
Thousands of people protested in London, Manchester, Edinburgh and other cities, while an online petition decrying the decision had garnered more than one million signatures within the space of a few hours by late Wednesday.
At the biggest rally, crowds gathered near parliament in London chanting "stop the coup" and waving EU flags.
"Parliament will have the opportunity to debate the government's overall programme, and approach to Brexit," Johnson, who leads the Conservative party, vowed in a letter to MPs.
However, his decision incensed lawmakers vehemently against Britain leaving the EU without a deal on 31 October as they will now have less time to try and thwart such a scenario.
Jeremy Corbyn, leader of the main opposition Labour Party, denounced the move as "a smash-and-grab against democracy" and reiterated he would call a no-confidence vote in Johnson's government, which commands a majority of just one seat.
Former chancellor Philip Hammond also pledged to keep fighting against no deal.
"It would be a constitutional outrage if parliament were prevented from holding the government to account at a time of national crisis," he said.
'Compliant PM'
US President Donald Trump weighed into the row by praising Johnson as "great" and claiming it would be "very hard" for Corbyn to topple him in a no-confidence vote.
The Labour leader shot back, tweeting Johnson was "a compliant Prime Minister who will hand Britain's public services and protections over to US corporations in a free trade deal".
In the seismic 2016 referendum on Britain's EU membership, 52 percent voted in favour of leaving the bloc, a result that has left parliament and the country bitterly divided.
Johnson insists Britain must leave by the 31 October deadline, already twice-delayed -- with or without a divorce deal from Brussels.
Parliament has rejected three times the withdrawal agreement struck between Brussels and the government of Johnson's predecessor Theresa May.
Opposition lawmakers called it a "blind Brexit" while eurosceptics objected to a so-called "backstop" provision to keep the Irish border open for people and goods, which would keep Britain closely aligned with the EU.
Johnson wants the EU to drop the backstop measure entirely, something Brussels has repeatedly ruled out.
In Paris, Britain's Brexit Secretary Stephen Barclay told a business conference Wednesday the EU would be blamed for a "lack of flexibility" on the backstop issue in the event of no deal.
The government's chief Brexit adviser David Frost was in Brussels for talks, but an EU summit on 17 to 18 October will likely determine whether there is any scope for compromise.
If not, Britain will end its four decades of membership without a deal governing future trade relations and citizens' rights.
The pound slumped more than one percent at one point but shares rose as London-listed multinationals stand to gain from a weaker currency.
'Tinpot dictator'
Scottish First Minister Nicola Sturgeon accused Johnson of acting like a "tinpot dictator" by pushing through an "outrageous assault on basic democratic principles".
Meanwhile, Ruth Davidson, Conservative leader in Scotland, was set to resign Thursday in part due to opposition to Johnson's hardline Brexit strategy, according to reports.
More than 70 parliamentarians have launched a fast-track legal bid at the highest civil court in Scotland, aimed at preventing Johnson from suspending parliament.
Lawyers for Gina Miller, a businesswoman and leading anti-Brexit campaigner, said they were also challenging parliament's suspension in English courts.
Parliament typically goes into recess around the annual party conference season, which kicks off on 14 September and ends on 2 October.
Robert Craig, a constitutional expert at Durham University, said there was "theoretically absolutely nothing wrong" with the suspension, noting it was normal for a new leader to start a fresh parliamentary session.
"But the reason that it is causing outrage is because it's reducing the number of available days for parliament to stop a no-deal."
John Bercow, the speaker of parliament's lower House of Commons, who was not forewarned about Johnson's suspension decision, labelled it a "constitutional outrage".
"It is blindingly obvious that the purpose of prorogation now would be to stop parliament debating Brexit," he said.

US says China deliberately destabilising Indo-pacific region, vows to expand defence activities in cooperation with regional allies
Washington: China and Russia are "deliberately" building up and modernising their armed forces to challenge the US and enable their geopolitical aspirations, US defence secretary Mark Esper said on Wednesday.

He also said China is engaging in a deliberate strategy to undermine the stability of the Indo-Pacific region.
"Strategic competitors such as China and Russia are deliberately building up and modernising their military forces to challenge the United States and enable their geopolitical aspirations," Esper told a press conference in Washington.
At the same time, he said, regional adversaries like Iran and North Korea continue to promote instability and therefore, the department's central challenge is to balance current requirements with the needs of the future.
"Both require our time and resources and so to get this balance right we need to make tough decisions. To enable this decision-making we have modified our battle rhythm," he said.
Asserting that Indo-Pacific region is a priority for the Trump administration, Esper said last month he travelled to the region to demonstrate his commitment to US' allies and partners in the region and to hear firsthand from his counterparts and heads of state.
"It is clear that China is engaging in a deliberate strategy to undermine the stability of the region...Throughout my conversations with foreign leaders, time and again they emphasise the need for the US to continue to show leadership throughout the Indo-Pacific in order to preserve the freedoms we all enjoy," Esper said.
"We will continue to expand our defence activities throughout the region in close cooperation with our allies and partners while pressing for equitable burden-sharing from them as well," he said.

Washington: US president Donald Trump on Wednesday complained that the often friendly Fox News television network is not loyal enough and has stopped "working" for him.

"Fox isn't working for us anymore!" he said at the end of three tweets expressing outrage that the network had given too much airtime to Democratic party opponents.
As US president, Trump has no equivalent of the state TV channel used to serve leaders in many less free countries, like Russia. But for much of his first term, he's at least been able to rely regularly on Fox for friendly coverage.
While Trump routinely lashes other networks as "fake news," he or his top aides make almost daily appearances to give often softball interviews on Fox. His former spokeswoman Sarah Sanders has just been hired by the network.
And while the news division at Fox keeps a straighter line, some key Fox commentators like Sean Hannity seemingly work in lockstep with the White House.
Trump freely admits to watching Fox on a daily basis, even tweeting live reviews of programs.
But his love affair with Fox has soured in the last few months. Wednesday's tweets were especially harsh.
"The New @FoxNews is letting millions of GREAT people down! We have to start looking for a new News Outlet," he concluded.

US Defence secretary Mark Esper dials Rajnath Singh, discusses steps to deepen cooperation with India
Washington: US defence secretary Mark Esper on Thursday said he discussed future steps needed to be taken for India and US to work together more closely, during his conversation with Defence Minister Rajnath Singh.

Esper, who took office last month, had his first conversation with Singh over the telephone on 20 August.
"We had a very warm conversation. We talked about our mutual strategic interest and discussed some next steps by which we can work together more closely," Esper told reporters at the Pentagon.
However, he did not divulge any further details of the call.
Earlier, a spokesperson of the Defence Ministry in New Delhi had said that Esper appreciated the central government's position that the recent developments in Jammu and Kashmir are an internal matter of India and he hoped that any issue between India and Pakistan would be resolved bilaterally.
Singh had raised with Esper the issue of cross-border terrorism and appreciated the US support for India's effort to maintain peace and stability in the region, the spokesperson had said.
"They exchanged views on a range of issues related to military-to-military cooperation, defence policy, research and development, defence trade, technology and industrial cooperation," the official had said.
The two leaders are likely to meet in Washington DC later this year as part of the '2+2' India-US dialogue. They will be joined by External Affairs minister S Jaishankar and Secretary of State Mike Pompeo for the strategic talks.
