Azerbaijan and Armenia brush off suggestion of peace talks; 84 servicemen, 11 civilians killed in Nagorno-Karabakh

Yerevan: Leaders of Azerbaijan and Armenia brushed off the suggestion of peace talks Tuesday, accusing each other of obstructing negotiations over the separatist territory of Nagorno-Karabakh, with dozens killed and injured in three days of heavy fighting.

In the latest incident, Armenia said one of its warplanes was shot down by a fighter jet from Azerbaijan’s ally Turkey, killing the pilot, in what would be a major escalation of the violence. Both Turkey and Azerbaijan denied it.

The international community is calling for talks to end the decades-old conflict between the two former Soviet republics in the Caucasus Mountains region following a flareup of violence this week. It centers on Nagorno-Karabakh, a region that lies within Azerbaijan but has been under the control of ethnic Armenian forces backed by the Armenian government since 1994 at the end of a separatist war.

The UN Security Council called on Armenia and Azerbaijan Tuesday evening to immediately halt the fighting and urgently resume talks without preconditions. The UN’s most powerful body strongly condemned the use of force and backed Secretary-General Antonio Guterres’ earlier call to stop the fighting, deescalate tensions, and resume talks “without delay."

Azerbaijani President Ilkham Aliyev told Russian state TV channel Rossia 1 that Baku is committed to negotiating a resolution but that Armenia is obstructing the process.

“The Armenian prime minister publicly declares that Karabakh is (part of) Armenia, period. In this case, what kind of negotiating process can we talk about?” Aliev said. He added that according to principles brokered by the Minsk group, which was set up in 1992 by the Organization for Security and Cooperation in Europe to resolve the conflict, “territories around the former Nagorno-Karabakh autonomous region should be transferred to Azerbaijan.”

Aliev noted that if Armenian Prime Minister Nikol Pashinyan says “that Karabakh is Armenia and that we should negotiate with the so-called puppet regime of Nagorno-Karabakh, (he is) trying to break the format of negotiations that has existed for 20 years.”

Pashinyan, in turn, told the broadcaster that “it is very hard to talk about negotiations, when specific military operations are underway.” He said there is no military solution to the conflict and called for a compromise.

But first, Azerbaijan must “immediately end (its) aggression towards Nagorno-Karabakh and Armenia," Pashinyan said. “We all perceive this as an existential threat to our nation, we basically perceive it as a war that was declared to the Armenian people, and our people are now simply forced to use the right for self-defense.”

Since Sunday, the Nagorno-Karabakh Defense Ministry reported 84 servicemen were killed. Aliyev said 11 civilians were killed on its side, although he didn’t detail the country’s military casualties.

Both countries accused each other of firing into their territory outside of the Nagorno-Karabakh area on Tuesday.

The separatist region of about 4,400 square kilometers (1,700 square miles), or about the size of the US state of Delaware, is 50 kilometers (30 miles) from the Armenian border. Soldiers backed by Armenia also occupy some Azerbaijani territory outside the region.

Armenia also alleged that Turkey, which supports Azerbaijan, was involved. “Turkey, according to our information, looks for an excuse for a broader involvement in this conflict,” Pashinyan said.

The Armenian military said an SU-25 from its air force was shot down in Armenian airspace by a Turkish F-16 fighter jet that took off from Azerbaijan, and the pilot was killed.

The allegation of downing the jet was “absolutely untrue,” said Fahrettin Altun, communications director for Turkey's president. Azerbaijani officials called it “another fantasy of the Armenian military propaganda machine.”

Turkish President Recep Tayyip Erdogan urged Armenia to withdraw immediately from the separatist region, and Turkish Foreign Minister Mevlut Cavusoglu said Turkey is “by Azerbaijan’s side on the field and at the (negotiating) table.”

Armenian officials said that Turkey, a NATO member, is supplying Azerbaijan with fighters from Syria and weapons, including F-16 fighter jets. Both Azerbaijan and Turkey deny it.

Earlier in the day, Azerbaijan's Defense Ministry said Armenian forces shelled the Dashkesan region in Azerbaijan. Armenian officials said Azerbaijani forces opened fire on a military unit in the Armenian town of Vardenis, setting a bus on fire and killing one civilian.

Armenia's Foreign Ministry denied shelling the region and said the reports were laying the groundwork for Azerbaijan “expanding the geography of hostilities, including the aggression against the Republic of Armenia."

German Chancellor Angela Merkel has pushed for “an immediate ceasefire and a return to the negotiating table" in phone calls with the leaders of both countries, her office said. She told them the OSCE offers an appropriate forum for talks and that the two countries’ neighbors “should contribute to the peaceful solution,” said her spokesman, Steffen Seibert.

US Secretary of State Mike Pompeo said during a visit to Greece that “both sides must stop the violence" and work "to return to substantive negotiations as quickly as possible.”

Russia, which along with France and the United States co-chairs the Minsk group, urged every country to help facilitate a peaceful resolution of the conflict.

“We call on all countries, especially our partners such as Turkey, to do everything to convince the opposing parties to cease fire and return to peacefully resolving the conflict by politico-diplomatic means,” Kremlin spokesman Dmitry Peskov said Tuesday.

Putin spoke to Pashinyan on Tuesday for the second time in three days, urging de-escalation and, like the other leaders, an immediate ceasefire.

Children comprise 10% of COVID-19 cases in US, up from 2% in April; authorities worry trend fuelled by school reopenings

After preying heavily on the elderly in the spring, the coronavirus is increasingly infecting American children and teens in a trend authorities say appears fueled by school reopenings and the resumption of sports, playdates and other activities.

Children of all ages now make up 10 percent of all US cases, up from 2 percent in April, the American Academy of Pediatrics reported Tuesday. And the Centers for Disease Control and Prevention said Monday that the incidence of COVID-19 in school-age children began rising in early September as many youngsters returned to their classrooms.

About two times more teens were infected than younger children, the CDC report said. Most infected children have mild cases; hospitalisations and death rates are much lower than in adults.

Dr Sally Goza, president of the American Academy of Pediatrics, said the rising numbers are a big concern and underscore the importance of masks, hand-washing, social distancing and other precautions. “While children generally don’t get as sick with the coronavirus as adults, they are not immune and there is much to learn about how easily they can transmit it to others,’’ she said in a statement.

The CDC report did not indicate where or how the children became infected.

Public health experts say the uptick probably reflects increasing spread of the virus in the larger community. While many districts require masks and other precautions, some spread in schools is thought to be occurring, too. But experts also say many school-age children who are getting sick may not be getting infected in classrooms.

Just as cases in college students have been linked to partying and bars, school children may be contracting the virus at playdates, sleepovers, sports and other activities where precautions aren’t being taken, said Dr Leana Wen, a public health specialist at George Washington University.

“Understandably, there is quarantine fatigue,’’ Wen said. Many people have a sense that if schools are reopening, then other activities can resume too, “but actually the opposite is true."

Global school studies suggest in-person learning can be safe when transmission rates in the larger community are low, the CDC report said.

Mississippi is among states where several outbreaks among students and teachers have been reported since in-person classes resumed in July and August.

Kathy Willard said she had mixed feelings when her grandson’s fourth grade class in Oxford was sent home for two weeks after several teachers and one student tested positive for the virus. The family doesn’t have internet access at home, making remote learning a challenge.

“It was a hardship. There’s always a worry about him falling behind or not getting access to what he needs for school,” Willard said. “But at the same time, I’m glad the school is doing what they can to protect our kids.”

Students in her district are required to wear masks and receive temperature checks, and students and teachers who come into contact with the virus are quarantined.

In Alcorn County, Mississippi, where hundreds of community cases have been reported, including dozens among teachers, staff and students, parent Kimberly Kilpatrick-Kelley is keeping her 15 and 17--year-olds home for virtual learning.

The Corinth mother said the family always wears masks when they leave home and practice social distancing, and she worries about her kids getting sick and infecting her parents. “I personally don’t want to take the risk” she said.

Dr. Yvonne Maldonado, head of the American Academy of Pediatrics’ infectious-diseases committee, said the big question is what will happen as schools that have started out with online learning go back to in-person classes. “It really will depend on how well can you mask and distance in a school setting,” she said.

New York City, the nation's largest school district, with over 1 million students, resumed classroom learning Tuesday for elementary school children. Higher grades will resume on Thursday.

The CDC report said more than 277,000 children ages 5 to 17 were confirmed infected between March and 19 September, with an increase in September after a peak and a decline over the summer.

The agency acknowledged that may be an underestimate, in part because testing is most often done on people with symptoms, and children with the coronavirus often have none.

The CDC reported 51 deaths in school-age kids, most in them ages 12 to 17. Less than two percent of infected children were hospitalised, and youngsters who are Black, Hispanic or have underlying conditions fared worse than white children.

The findings add to other data showing the pandemic is increasingly affecting younger age groups after initially hitting older Americans hard.

In a separate report Tuesday, the CDC said weekly COVID-19 cases among people ages 18 to 22 increased 55 percent nationally. The increases were greatest in the Northeast and Midwest and were not solely attributable to increased testing, the CDC said. About one-third of U.S. cases are in adults 50 and older, while one-quarter are in 18-to-29-year-olds.

The AAP research is based on reports from public health departments in 49 states, New York City, Washington, DC, Puerto Rico and Guam. New York state doesn’t provide data by age. Most states count children's cases up to age 19, though a few use different age ranges.

As of 24 September, the AAP counted nearly 625,000 youth cases, up to age 20, a 14 percent increase over the previous two weeks. Deaths totaled 109, well under one percent of all COVID-19 fatalities in the US.

As of Monday, the CDC counted over 435,000 cases in children from age zero through 17 and 93 deaths. The groups’ totals differ because they include different ages and time periods.

Overall, 7 million Americans have been confirmed infected and 205,000 have died.

Dubbed as the "Super Bowl of American Democracy", Donald Trump and Joe Biden would respond to questions on their track record, the Supreme Court, economy, race and violence in cities and integrity of the elections.

Ahead of the US presidential election on 3 November, Republican candidate and incumbent President Donald Trump will go head-to-head with Democratic Party candidate Joe Biden at 6.30 am Indian Standard Time.

The much-awaited clash, set to occur at 9 pm Eastern Time in Cleveland, will be moderated by Chris Wallace, the anchor of Fox News Sunday. This will be the second time Wallace will be moderating a presidential debate. He earlier helmed the Trump and Clinton debate in 2016.

This will be the first of three debates ahead of November's election.

As per Indian Express, the 90-minute debate will be divided into six 15-minute segments. Each segment will focus on vital topics including the candidates’ records, the Supreme Court, the COVID-19 pandemic, the economy, race and violence in the US, and the integrity of the election.

Here are some other details about the first debate 2020 between Trump and Biden:

Time

The first debate will be held on 29 September from 9 pm to 10:30 pm Eastern Time. In India, the debate will be televised live between 6:30 am and 8 am.

Venue

The debate is slated to occur at the Samson Pavillion of the Health Education Campus (HEC) shared by Case Western Reserve University and the Cleveland Clinic in Cleveland, Ohio.

The debate was earlier scheduled to take place at the University of Notre Dame but the university, citing the COVID-19 pandemic, withdrew as host.

Where to watch

The New York Times will be streaming the first debate event live. It will also be aired on channels including CNN, Fox News, CBS, ABC, C-SPAN, NBC and MSNBC.

Format

The entire debate will be divided into six segments. Each segment will be around 15 minutes. The moderator will introduce a topic and give each candidate two minutes. This will be followed by a discussion between the candidates, with the two receiving approximately equal time.

Safety precautions

Amid the customs and routines upended by the coronavirus will be the customary display of civility before the debate: Trump and Biden are not expected to shake hands at the opening. They will each be stationed at podiums spaced far apart and are expected to have a limited, socially distanced audience reports The Associated Press.

Future debates

The second debate is set to occur on 15 October. The debate will be hosted at the Adrienne Arsht Center for the Performing Arts in Miami, Florida. Steve Scully, the political editor at C-SPAN, will be moderating the debate.

The third and final debate will occur on 22 October at the Curb Event Center at Belmont University in Nashville, Tennessee. This debate will be moderated by NBC News White House correspondent Kristen Welker.

V-P debate on 7 Oct

Democratic vice-presidential candidate Senator Kamala Harris and Vice-President Mike Pence are set to debate just once: in Salt Lake City, Utah, on 7 October.

The debate will be hosted at Kingsbury Hall at the University of Utah and will be moderated by USA Today’s Washington Bureau chief Susan Page. According to The New York Times, the debate will be split into nine segments, each around 10 minutes.

Donald Trump announces rollout of 150 mn rapid COVID-19 tests; US accounts for over 20% of 1 mn global deaths

Washington: US President Donald Trump has announced plans to distribute a whopping 150 million 15-minute rapid COVID-19 tests in the coming weeks, a decision he said is aimed at supporting efforts to reopen economies and schools immediately.

"Today, I'm pleased to report that we're announcing our plan to distribute 150 million Abbott rapid point-of-care tests in the coming weeks very, very soon. This will be more than double the number of tests already performed," Trump told reporters in the Rose Garden of the White House on Monday.

Of these, 50 million tests will go to protect the most vulnerable communities, including 18 million for nursing homes; 15 million for assisted living facilities; 10 million for home, health and hospice care agencies; and nearly 1 million for historically black colleges and universities and tribal nation colleges.

One hundred million rapid point-of-care tests will be given to states and territories to support efforts to reopen their economies and schools immediately and fast as they can, Trump said.

For example, the support the administration is providing would allow every state to, on a very regular basis, test every teacher who needs it, he noted, adding that this continues his administration's critical effort to use testing to protect high-risk communities.

More than 200,000 Americans have lost their lives and over seven million have tested positive for COVID-19.

By last week, the US had conducted 100 million COVID-19 tests, which he said is by far more than any other country, and not even close.

Second seems to be India with 1.5 billion people, and the numbers would be probably at least 50 million more tests by us, he said, adding that the US has conducted more tests than the entire European Union and more than all of Latin America combined.

These new Abbott rapid point-of-care tests are easy to use and return results within just minutes, he said as a key member of his task force gave a real time demo of the testing at the White House. The result is known in a maximum 15 minutes and no machines are required to process them.

Admiral Brett P Giroir, a four-star admiral in the US Public Health Service Commissioned Corps, said that as of Monday, 111 million tests for the virus causing COVID-19 have been conducted.

On 13 separate days, we have achieved tests over 1 million per day, and our average test numbers are now approximately 920,000 per day, he said.

"We are now at an inflection point in testing. We now have available, on average, three million tests per day, not counting pooled testing, which could multiply that number several fold. Nearly half of our current tests are rapid point-of-care, he said.

On 27 August, the Trump administration had awarded a contract for $760 million to Abbott for the delivery of 150 million of these Abbott BinaxNOW rapid tests.

The BinaxNOW detects the presence of the COVID-19 antigen. It uses a specific nasal swab and that swab comes with the test.

Vice President Mike Pence described it as a historic day.

Today's announcement is really emblematic of the public-private partnership that you forged from the early days of this pandemic, he added.

Saudi Arabia to host G20 summit virtually on 21-22 November in view of coronavirus pandemic

Dubai: Saudi Arabia, which is presiding over the Group of 20 countries this year, said on Monday that the upcoming November gathering of world leaders will be held virtually amid the coronavirus pandemic.

The kingdom had originally planned to host world leaders for the G20 summit in Riyadh before the pandemic, offering Saudi Crown Prince Mohammed bin Salman the chance to share handshakes and wide smiles with presidents and prime ministers, such as Donald Trump, Russia's President Vladimir Putin, India's Narendra Modi and China's Xi Jinping.

Instead, the planned virtual meet-up announced Monday strips the kingdom of the pomp that would have accompanied televised arrivals on Riyadh's tarmac just two years after the killing and dismemberment of Saudi writer Jamal Khashoggi stained the crown prince's reputation.

Prince Mohammed has insisted he had nothing to do with the operation carried out by Saudi agents inside the Saudi Consulate in Istanbul, despite US senators and intelligence officials saying he bore responsibility for the slaying.

Saudi Arabia said the virtual summit on 21 and 22 November will be chaired by King Salman. The meeting will focus on focus on “protecting lives and restoring growth by addressing vulnerabilities uncovered during the pandemic and by laying down the foundations for a better future,” a Saudi statement said.

The statement added that G20 countries, which represent the world's biggest and most powerful economies, have contributed over $21 billion to support the production of vaccines and access to therapeutics, as well as injected $11 trillion “to safeguard the global economy”.

G20 nations, however, have been criticised for not taking cohesive action against the virus and its economic impact. The US, China and Russia have opted out of a collaborative effort to develop and distribute a vaccine.

The G20 agreed this year to suspend the debt of developing countries and defer billions of dollars in payments as governments focus spending on emergency stimulus programmes to protect vulnerable people and boost national health care systems. Pakistan's prime minister, however, has called for outright debt relief for poorer nations from the world's richest countries.

The leaders of the G20 last met virtually in March in a session hosted by King Salman. The virtual video call was unusual at the time, as governments around the world were beginning to stress the importance of social distancing to curb the virus' spread amid closures, curfews and lockdowns globally.

Rights groups and others had called for world leaders to boycott the summit in Saudi Arabia due to Khashoggi's killing, the kingdom's human rights record and its continued detention of activists.

It was unclear whether leaders such as Canadian Prime Minister Justin Trudeau or German Chancellor Angela Merkel would have attended an in-person summit, but there were others, such as Putin, who said they were ready to take part.

Agnes Callamard, the United Nations special rapporteur on extrajudicial, summary or arbitrary executions who investigated Khashoggi's killing, told The Associated Press earlier this month that another country should volunteer to host the G20 leaders summit if it was going to be held in-person.

Failing that, she said, it should be made conditional that Saudi Arabia releases imprisoned women's rights defenders, human rights activists, journalists and others.

Global COVID-19 deaths cross one million; US worst-hit with over 200,000 fatalities

Paris: More than one million people have died from coronavirus, according to an AFP toll, marking a grim milestone in the spread of the disease that has ravaged the world economy, inflamed diplomatic tensions and upended lives from Indian slums to New York City.

In the nine months since the virus was first detected in the Chinese city of Wuhan, schools, businesses, live entertainment, and international travel have been upended by strict stay-at-home measures designed to curb the contagion.

Drastic controls that put half of humanity — more than four billion people — under some form of lockdown by April at first slowed the spread, but since restrictions were eased, infections have soared again.

By 1600 GMT Monday, the disease had claimed 1,002,432 victims from 33,178,275 recorded infections, according to an AFP tally collected from official sources by journalists stationed around the world, and compiled by a dedicated team of data specialists.

The United States has the highest death toll with more than 200,000 fatalities, followed by Brazil, India, Mexico and Britain.

Behind the figures lie millions of lives shattered by an illness that still holds many mysteries and which cannot yet be effectively treated or prevented, despite a global race to develop drugs and a vaccine.

For Italian truck driver Carlo Chiodi, the global mortality statistics include both his parents, whom he lost within days of each other.

"I saw my father walking out of the house, getting into the ambulance, and all I could say was 'goodbye'," Chiodi, 50, told AFP.

"I regret not saying 'I love you' and I regret not hugging him."

'A crisis like no other'

With new cases again surging worldwide, governments have been forced into an uneasy balancing act: virus controls slow the spread of the disease, but they hurt already reeling economies and businesses.

The IMF has warned that the economic upheaval could cause a "crisis like no other", though the Fund's outlook appears brighter now than it did in June.

Europe, hit hard by the first wave, is now facing another surge, with Paris, London and Madrid all forced to introduce controls to slow infections threatening to overload hospitals.

A million Madrid residents are under partial lockdown, with the city and the surrounding region at the epicentre of Spain's second wave.

In Germany, Chancellor Angela Merkel's spokesman urged citizens to keep to strict hygiene measures.

"The development of infection numbers is of great concern to us," Steffen Seibert said. "We can see from some of our European friends where that could lead."

Masks and social distancing in shops, cafes and public transport are now part of everyday life in many cities around the world.

Mid-September saw a record rise in cases in most regions and the World Health Organization has warned virus deaths could even double to two million without more global collective action.

Infections in India, home to 1.3 billion people, surged past six million on Monday, but authorities pressed ahead with a reopening of the battered South Asian economy.

The virus initially hit major metropolises including financial hub Mumbai and capital New Delhi, but has since spread to regional and rural areas where healthcare systems are even more fragile and patchy.

Santosh, a student in Delhi, said the virus was now "part of our lives".

"You cannot shut down every business, because the economy cannot collapse... COVID-19 is not going to pay the rent."

Currently, nine vaccine candidates are in last-stage clinical trials, with hopes some will be rolled out next year.

Waking up to COVID-19

The SARS-CoV-2 virus that causes the illness known as Covid-19 made its first known appearance in the central Chinese city of Wuhan, ground zero of the outbreak.

How it got there is still unclear but scientists think it originated in bats and could have been transmitted to people via another mammal.

Wuhan was shut down in January as other countries looked on in disbelief at China's draconian controls, even as they went about their business as usual.

By 11 March, the virus had emerged in over 100 countries and the WHO declared a pandemic, expressing concern about the "alarming levels of inaction".

The least privileged around the globe have been the hardest hit by the breakneck spread of the virus.

Greek officials late Sunday announced the first coronavirus death of a migrant living in a camp there, a 61-year-old father-of-two from Afghanistan.

The virus has also infected some among the powerful, rich and famous.

British Prime Minister Boris Johnson spent a week in hospital. Madonna and Tom Hanks also tested positive.

The Tokyo Olympics, Rio's Carnival and the Muslim pilgrimage to Mecca are among the major events postponed or disrupted by the pandemic.

Some major sports tournaments have resumed but with empty stadiums -- such as Premier League football in England -- or highly restricted spectator counts. The French Open is limiting access to 1,000 tennis fans a day.

As the restrictions tighten, protests and anger are rising as businesses worry about their survival and individuals grow concerned about their jobs and families in the face of another round of curbs.

Authorities have clashed with anti-lockdown protesters around the world, while blame for the disease and its consequences has led to increased tensions between the United States and China in particular.

Along with the turmoil, though, lies some hope, with Wuhan now appearing to have controlled the disease.

"Life has returned to the kind of flavour we had before," resident An An said. "Everyone living in Wuhan feels at ease."

बिहार विधानसभा चुनाव 2020 ( Bihar Assembly Election 2020 ) की सबसे हॉट सीट मानी जा रही है समस्तीपुर जिले की हसनपुर विधानसभा सीट ( Hasanpur Vidhan Sabha Seat). राष्ट्रीय जनता दल (Rashtriya Janata Dal) सुप्रीमो लालू प्रसाद यादव ( Lalu Prasad Yadav) के लाल और छोटे बेटे तेजस्वी यादव ( Tejashwi Yadav ) के सारथी तेज प्रताप यादव ( Tej Pratap Yadav ) ने इस सीट से दावेदारी ठोक दी है। तेज प्रताप महुआ विधानसभा सीट ( Mahua Assembly seat) को गुडबाय करने वाले हैं। लेकिन इससे उनकी दिक्कत कम होने वाली नहीं है। हसनपुर विधानसभा क्षेत्र ( Hasanpur vidhan sabha ) यादव बहुल तो है लेकिन अगर उनकी पत्नी ऐश्वर्या राय ( Aishwarya Rai ) ने यहां से ताल ठोक दिया तो उनकी जीत मुश्किल हो सकती है। तेज प्रताप से तलाक की कानूनी लड़ाई लड़ रहीं ऐश्वर्या राय के पिता चंद्रिका राय ( Chandrika Rai ) पहले ही नीतीश कुमार ( Nitish Kumar) का दामन थाम चुके हैं। उन्होंने कहा भी है कि अगर ऐश्वर्या चाहें तो चुनाव लड़ सकती हैं। ऐसे में चर्चा है कि ऐश्वर्या राय जेडीयू के टिकट पर हसनपुर से अपने पति के खिलाफ मोर्चा खोलेंगी। विधानसभा क्षेत्र समस्तीपुर जिले में आता है लेकिन लोकसभा क्षेत्र की बात करें तो ये खगड़िया का हिस्सा है। गजेंद्र प्रसाद हिमांशु ( Gajendra Prasad Himanshu ) पहली बार 1967 में संयुक्त सोशलिस्ट पार्टी ( Sanjyukt Socialist Party )से विधायक बने. सात बार उन्होंने इस क्षेत्र का प्रतिनिधित्व किया। सिर्फ 1985 में कांग्रेस के राजेंद्र प्रसाद यादव जीते।संयुक्त सोशलिस्ट पार्टी से नाता टूटा तो हिमांशु लालू यादव के साथ जनता दल में आए। 2000 के विधानसभा चुनाव में वो जेडीयू के टिकट पर जीते। हालांकि ये लालू का गढ़ रहा। 2005 के नीतीश लहर में आरजेडी के सुनील कुमार पुष्पम ने जीत हासिल की। लेकिन 2010 और 2015 में जेडीयू के राजकुमार राय ने जीत हासिल की. पिछली विधानसभा में राय ने 30 हजार मतों से जीत हासिल की।तेज प्रताप के आगमन से हसनपुर में दो चीजें साफ हैं. पहला, क्षेत्र में जातीय ध्रुवीकरण तेज हो गया है. दूसरा, राजद के टिकट की दावेदारी रखने वाले स्थानीय नेताओं में निराशा छाने लगी है. राजद की तरफ गोलबंदी है, तो बदले में दूसरी तरफ भी गोलबंदी हो रही है. तेज प्रताप क्षेत्र के विकास, रोसड़ा को जिला बनाने तथा हसनपुर में डिग्री कॉलेज की सौगात देने का भी वादा कर चुके हैं.हसनपुर विधानसभा क्षेत्र की खेती योग्य भूमि में जलजमाव सबसे बड़ी समस्या है. क्षेत्र की 60 फीसद खेती योग्य भूमि पर जलजमाव रहता है. जलनिकासी की कोई व्यवस्था नहीं है. क्षेत्र की अधिकतर आबादी खेती पर ही निर्भर है. क्षेत्र की सभी प्रमुख सड़कें पूरी तरह जर्जर हैं. एक भी डिग्री कॉलेज नहीं होने से बच्चे बच्चियों को आगे की पढ़ाई करने में परेशानी होती है. उन्हें डिग्री स्तर की शिक्षा ग्रहण करने के लिये बाहर जाना पड़ता है. हसनपुर रेलवे स्टेशन पर एक्सप्रेस ट्रेनों के ठहराव नहीं होने से लोगों को बहुत परेशानी होती है.इस सीट से जदयू उम्मीदवार के रूप में जदयू के वर्तमान विधायक राजकुमार राय प्रबलतम दावेदार है. इसके अलावा जदयू से रामनारायण मंडल, पूर्व मंत्री गजेंद्र प्रसाद हिमांशु के पुत्र चक्रपाणि हिमांशु भी दावेदार हैं. राजद से तेज प्रताप यादव चुनाव लड़ने की घोषणा कर चुके हैं. वैसे पहले से राजद के टिकट की दोवदारी माला पुष्पम, ललितेश्वर यादव, विभा देवी, शंभू भूषण यादव, कुमोद रंजन भी कर रहे थे.

US federal judge postpones Trump's ban on TikTok; restrictions were to take effect from midnight

New York: A federal judge on Sunday postponed a Trump administration order that would have banned the popular video sharing app TikTok from US smartphone app stores around midnight.

A more comprehensive ban remains scheduled for November, about a week after the presidential election. The judge, Carl Nichols of the US District Court for the District of Columbia, did not agree to postpone the later ban.

The ruling followed an emergency hearing Sunday morning in which lawyers for TikTok argued that the administration''s app-store ban would infringe on First Amendment rights and do irreparable harm to the business. Earlier this year, President Donald Trump declared that TikTok was a threat to national security and that it must either sell its U.S. operations to American companies or be barred from the country.

TikTok, owned by Chinese company ByteDance, is scrambling to firm up a deal tentatively struck a week ago in which it would partner with Oracle, a huge database-software company, and Walmart in an effort to win the blessing of both the Chinese and American governments. In the meantime, it is fighting to keep the app available in the U.S.

Judge Nichols did not explain his reasoning publicly, instead filing his judicial opinion under seal. Initially, both the U.S. government''s brief in the case and the entire Sunday morning hearing were also due to be sealed, although the court later relented.

In arguments to Judge Nichols, TikTok lawyer John Hall said that TikTok is more than an app, since it functions as a “modern day version of a town square." “If that prohibition goes into effect at midnight, the consequences immediately are grave,''" Hall said. “It would be no different than the government locking the doors to a public forum, roping off that town square" at a time when a free exchange of ideas is necessary heading into a polarized election.

TikTok lawyers also argued that a ban on the app would affect the ability of tens of thousands of potential viewers and content creators to express themselves every month and would also hurt its ability to hire new talent. In addition, Hall argued that a ban would prevent existing users from automatically receiving security updates, eroding national security.

Justice Department lawyer Daniel Schwei said that Chinese companies are not purely private and are subject to intrusive laws compelling their cooperation with intelligence agencies. The Justice Department has also argued that economic regulations of this nature generally are not subject to First Amendment scrutiny.

“This is the most immediate national security threat," argued Schwei. “It is a threat today. It is a risk today and therefore it deserves to be addressed today even while other things are ongoing and playing out." Schwei also argued that TikTok lawyers failed to prove the company would suffer irreparable business harm.

The Justice Department laid out its objections to TikTok''s motion for a temporary injunction in a brief under seal, but it was unsealed in redacted form to protect confidential business information.

Trump set the process in motion with executive orders in August that declared TikTok and another Chinese app, WeChat, threats to national security. The White House says the video service is a security risk because the personal information of its millions of U.S. users could be handed over to Chinese authorities.

Trump has given tentative approval to a proposed deal in which Oracle and Walmart could initially own a combined 20% of a new U.S. entity, TikTok Global. But Trump also said he could retract his approval if Oracle doesn''t have “total control" of the company; the president did not explain what he meant by that.

The deal remains unfinalized, and the two sides have also appeared at odds over the corporate structure of TikTok Global. ByteDance said last week that it will still own 80 percent of the U.S. entity after a financing round. Oracle, meanwhile, put out a statement saying that Americans “will be the majority and ByteDance will have no ownership in TikTok Global.”

Government-owned media in China have criticized the deal as bullying and extortion. ByteDance said Thursday it has applied for a Chinese technology export license after Beijing tightened control over exports last month in an effort to gain leverage over Washington''s attempt to force an outright sale of TikTok to U.S. owners.

China''s foreign ministry has said the government will “take necessary measures” to safeguard its companies but gave no indication what steps it can take to affect TikTok's fate in the United States.

TikTok is also asking a federal court to declare Trump's 6 August executive order unlawful.

The Chinese firm said the president doesn't have the authority to take these actions under the national-security law he cited; that the ban violates TikTok's First Amendment speech rights and Fifth Amendment due-process rights; and that there's no authority for the restrictions because they are not based on a national emergency.

Donald Trump nominates Judge Amy Coney Barrett to replace Ruth Bader Ginsburg at US Supreme Court

Washington: US President Donald Trump has nominated Judge Amy Coney Barrett for the Supreme Court to fill up the vacancy following the death of Judge Ruth Bader Ginsberg.

Barrett, 48, is currently a judge on the 7th Circuit Court of Appeals, for which she was nominated by Trump in 2017.

"Today it is my honour to nominate one of our nation's most brilliant and gifted legal minds to the Supreme Court. She is a woman of unparalleled achievement, towering intellect, sterling credentials and unyielding loyalty to the Constitution, Judge Amy Coney Barrett," Trump announced in the Rose Garden of the White House on Saturday.

Barrett, who lives in Indiana with her husband and their seven children, needs to be confirmed by the Senate.

Justifying the nomination, less than 40 days before the crucial presidential election on 3 November, Trump said this is his among his highest and most important duties under the United States Constitution.

With Judge Barrett, Trump has nominated three judges on the nine-member bench of the US Supreme Court. The other two being justices Neil Gorsuch and Brett Kavanaugh.

A graduate of Rhodes College and the University of Notre Dame Law School, Professor Barrett is a woman of remarkable intellect and character, Trump said.

“She is eminently qualified for the job and I can tell you I did that too. I looked and I studied and you are very eminently qualified for this job; you are going to be fantastic," he said.

Trump said Barrett will decide cases based on the text of the Constitution as written.

"As Amy has said being a judge takes courage, you are not there to decide cases as you may prefer, you are there to do your duty and to follow the law wherever it may take you. That is exactly what Judge Barrett will do on the US Supreme Court,” he said.

Noting that Barrett was confirmed to the Circuit Court three years ago by a bipartisan vote, Trump said her qualifications are unsurpassed and her record is beyond reproach.

"This should be a straightforward and prompt confirmation, should be very easy. Good luck. It's going to be very quick. I''m sure it will be extremely non-controversial," he said.

In her brief address, Judge Barrett said that she is truly humbled by the prospect of serving on the Supreme Court.

"I fully understand that this is a momentous decision for a president. And if the Senate does the honour of confirming me, I pledge to discharge the responsibilities of this job to the very best of my ability. I love the United States, and I love the United States Constitution,” she said.

"Should I be confirmed, I will be mindful of who came before me. The flag of the United States is still flying at half-staff in memory of Justice Ruth Bader Ginsburg, to mark the end of a great American life. Justice Ginsburg began her career at a time when women were not welcome in the legal profession. But she not only broke glass ceilings, she smashed them. For that, she has won the admiration of women across the country and, indeed, all over the world," Berrett said.

Democratic presidential candidate and former vice president Joe Biden has urged the Senate not to act on the vacancy until the American people select their next president and the next Congress.

The Senate is controlled by the Republicans. Senate Majority Leader Mitch McConnell has already said that he will go ahead with the nomination and confirmation process.

Indian-origin Senator Kamala Harris, who is Biden’s running mate, opposed the nomination of Judge Barrett.

"Trump's hand-picked successor to Justice Ginsburg''s seat makes it clear: they intend to destroy the Affordable Care Act and overturn Roe. This selection would move the court further right for a generation and harm millions of Americans," she said.

Currently a judge on the US Court of Appeals for the Seventh Circuit since 2017, she was the Diane and MO Miller, II Research Chair in Law and Professor of Law at Notre Dame Law School, where her scholarship focused on constitutional and statutory interpretation and the Federal courts.

Barrett has also served as a Visiting Associate Professor of Law at the University of Virginia Law School and the John M Olin Fellow in Law at George Washington University Law School. Earlier in her career, she practiced at the prestigious law firms Miller, Cassidy, Larroca & Lewin LLP and Baker Botts LLP.

She clerked on the Supreme Court for Justice Antonin Scalia and for Judge Laurence H Silberman on the US Court of Appeals for the DC Circuit.

She is magna cum laude graduate of Rhodes College in Tennessee and a summa cum laude graduate of Notre Dame Law School, where she graduated first in her class.

Barrett is known for her keen intellect, piercing legal analysis and generous spirit.

House Speaker Nancy Pelosi, in a statement, said that Trump is exploiting this vacancy against the clear and overwhelming will of the American people, as he dismantles the pillars of health and economic security in America.

"Every vote to confirm this nominee is a vote to dismantle healthcare. The American people will hold every senator responsible for their vote at the ballot box.

"If this nominee is confirmed, millions of families' healthcare will be ripped away in the middle of a pandemic that has infected seven million Americans and killed over 200,000 people in our country," Pelosi added.

Paris cleaver attack suspect says he wanted to target Charlie Hebdo over controversial cartoons

Paris, France: A Pakistan-born teenager has admitted to stabbing two people with a meat cleaver outside the former Paris offices of Charlie Hebdo magazine, investigators said Saturday, with nine people now detained over what the government condemned as "Islamist terrorism".

The 18-year-old, named by investigators as Hassan A said he wanted to avenge the republication of cartoons of the Prophet Mohammed by the satirical weekly, which in January 2015 was targeted in a massacre carried out by Islamist gunmen.

The attack on Friday came three weeks into a trial in Paris of suspected accomplices in the January 2015 attacks on Charlie Hebdo, a policewoman, and a Jewish supermarket that left 17 people dead.

A source close to the investigation told AFP that "everything points to (the suspect) acting alone", adding that he was not flagged for suspected radicalisation, speaks a little French, and had planned to start training as a builder.

But eight other people are now also under arrest following two more detentions Saturday.

The two new individuals arrested were the suspect's younger brother and another acquaintance, a judicial source said.

A, who said he was born in the Pakistani city of Mandi Bahauddin and is 18-years-old, "takes responsibility for his action," a source close to the investigation said.

The man said during questioning he places his actions "in the context of the republication of cartoons" of the Prophet Mohammed in Charlie Hebdo on the eve of the trial opening.

Charlie Hebdo targeted
The people wounded were employees of prize-winning TV production agency Premieres Lignes, whose offices are in the same block in central Paris that used to house Charlie Hebdo.

The man mistakenly believed Charlie Hebdo's offices were still in that building and wanted to attack journalists from the magazine, a source close to the inquiry told AFP.

Charlie Hebdo moved offices after the 2015 attack and its current address is kept secret for security reasons.

The two victims were badly wounded but their lives are not in danger.

French Interior Minister Gerald Darmanin said Friday the attack was "clearly an act of Islamist terrorism". Anti-terror prosecutors have opened an investigation.

Five of the individuals detained were in an apartment in Pantin in the northern Paris suburb of Seine-Saint-Denis, the last presumed address of the suspected attacker.

The suspected attacker, who arrived from Pakistan three years ago, was believed to have last lived in a small flat in a four-story building in the district.

"He was very polite. I often saw him sitting on the landing with his telephone," said one neighbour, who identified herself as Josiane.

Police late Friday released another man who was detained close to the scene of the attack but whose lawyer said had actually been chasing the attacker.

The Algerian man, who has been living in France for a decade, "behaved heroically" said his lawyer Lucie Simon, complaining there had been no need to arrest him and keep him detained for hours.

'Could have done better'
Prime Minister Jean Castex on Saturday hailed the "efficiency" of the security forces following the attack during a visit to police headquarters, and said the "enemies of the Republic will never win".

Twelve people, including some of France's most celebrated cartoonists, were killed in the attack on Charlie Hebdo's offices by Islamist gunmen on 7 January, 2015.

Charlie Hebdo angered many Muslims around the world by publishing cartoons of the Prophet Mohammed in 2006, and in a defiant gesture reprinted some of the caricatures ahead of the trial.

On trial are 14 alleged accomplices of brothers Said and Cherif Kouachi, the perpetrators of the 2015 attack on Charlie Hebdo that was claimed by a branch of Al-Qaeda.

A female police officer was killed a day later, followed the next day by the killing of four men in a hostage-taking at a Jewish supermarket by gunman Amedy Coulibaly.

The trial has reopened one of the most painful chapters in France's modern history, with harrowing testimony from survivors and relatives of those who died.

The magazine received fresh threats from Al-Qaeda this month after it republished the controversial cartoons.

President Emmanuel Macron's centrist government has in recent weeks begun using increasingly tough rhetoric on domestic security issues in what analysts see as a shift to the right.

Darmanin admitted that the risk of an attack around the former offices had been "underestimated".
