'They are worthy of support': Leonardo DiCaprio responds to Brazil president Jair Bolsonaro's claim that actor 'funding Amazon fires'

New Delhi: Leonardo DiCaprio has refuted the accusations made by Brazilian President Jair Bolsonaro that the Hollywood actor funded nonprofit organisations who are behind the Amazon forest fires.

"While worthy of support, we do not fund the organisations targetted," DiCaprio said in a statement shared on his Instagram handle, adding that he would maintain his support to the Brazilian people working to save the forest.

"I remain committed to supporting the Brazilian indigenous communities, local governments, scientists, educators, and the general public who are working tirelessly to secure the Amazon for the future of all Brazilians," the statement read.

Without providing any evidence to support his claim, President Jair Bolsonaro had blamed the Hollywood actor for making donations to nongovernmental organizations (NGOs) that he claims that contributed to the forest fires that ravaged the Amazon rainforest earlier this year.

"Leonardo DiCaprio is a great guy, isn't he? Donating money to set the Amazon on fire," he said while addressing his supporters outside the Presidential Palace in Brasilia, as reported by CNN.

Bolsonaro in the past has been criticised for not taking enough measures to protect the Amazon rainforest. Earlier this year, he had rejected a 20 million dollar aid offered during the G7 summit in France towards the cause.

Kartarpur corridor was Pakistan Army chief Bajwa’s brainchild, not Imran Khan's as claimed, says railway minister Sheikh Rashid

Lahore: The opening of the historic Kartarpur corridor was the brainchild of Army chief General Qamar Javed Bajwa and it will hurt India for ever, a top Pakistani minister claimed on Saturday, contradicting his government's assertion that the idea behind the initiative was that of Prime Minister Imran Khan.

On 9 November, Prime Minister Khan inaugurated the Kartarpur corridor to facilitate the visa-free entry of Indian Sikh pilgrims to celebrate the 550th birth anniversary of founder of Sikhism Guru Nanak Dev.

While inaugurating the corridor, Khan had told a gathering of over 12,000 devotees, including former prime minister Manmohan Singh and cricketer-turned-politician Navjot Singh Sidhu, "I had no idea of the importance this place holds. I found out a year ago. I am happy we could do this for you". The Pakistan Tehreek-e-Insaf government has claimed that the Kartarpur corridor was the initiative of Prime Minister Khan.

However, Pakistan's Railways Minister Sheikh Rashid, considered to be a close aide of Prime Minister Khan, contradicted the government's claim on Saturday when he told reporters that the opening of the corridor was the brainchild of Army chief General Bajwa and asserted that it will hurt India for ever. "India will remember for ever the kind of wound inflicted on it by Gen Bajwa by opening Kartarpur corridor," he said.

"Gen Bajwa strongly hit India by opening the corridor. Through this project, Pakistan has created a new environment of peace and won itself love of the Sikh community, " he said. Rashid claimed that the Indian media "played up" the issue of General Bajwa's extension.

"The Imran Khan government has three more years and Bajwa has got three years in extension and not six months. So our government will complete its tenure," he said, indirectly referring that General Bajwa is here to back prime minister Khan's government. General Bajwa did not attend the Kartarpur Corridor's opening ceremony apparently to avoid any controversy.

In the ground breaking ceremony on 28 November last year, the hug of Congress leader Sidhu with General Bajwa had sparked a controversy.

The inauguration of the corridor came in the midst of frayed ties between India and Pakistan following New Delhi's 5 August decision to withdraw Jammu and Kashmir's special status and bifurcate the State into two Union Territories.

Notwithstanding a chill in the bilateral ties over Kashmir, India and Pakistan after tough negotiations signed an agreement in October, paving the way for the inauguration of the Kartarpur corridor on 9 November. The agreement will allow 5,000 Indian pilgrims daily to visit Gurdwara Darbar Sahib where Guru Nanak spent last 18 years of his life.

In February 1999, the Kartarpur corridor was proposed by the then Prime Minister Atal Bihari Vajpayee when he took a bus ride to Lahore during a peace initiative with Pakistan. It links Gurdwara Darbar Sahib in Pakistan's Kartarpur to Dera Baba Nanak shrine in India's Gurdaspur district.

Iraqi prime minister Adel Abdul-Mahdi formally submits resignation amid mounting pressure from mass anti-govt protests

Baghdad: Three anti-government protesters were shot dead and at least 58 others wounded in Baghdad and southern Iraq on Saturday, security and medical officials said, as Prime Minister Adel Abdul-Mahdi formally submitted his resignation to parliament.

Lawmakers were expected to either vote or accept outright Abdul-Mahdi’s resignation letter in a parliamentary session Sunday, two members of parliament said.

The prime minister announced Friday he would hand parliament his resignation amid mounting pressure from mass anti-government protests, a day after more than 40 demonstrators were killed by security forces in Baghdad and southern Iraq. The announcement also came after Iraq’s top Shiite cleric withdrew his support for the government in a weekly sermon.

The formal resignation came after an emergency Cabinet session earlier in which ministers approved the document and the resignation of key staffers, including Abdul-Mahdi’s chief of staff.

In a pre-recorded speech, Abdul-Mahdi addressed Iraqis, saying that following parliament’s recognition of his stepping down, the Cabinet would be demoted to caretaker status, unable to pass new laws and make key decisions.

Existing laws do not provide clear procedures for members of parliament to recognize Abdul-Mahdi’s resignation, Iraqi officials and experts said. Cabinet bylaws allow the prime minister to tender his resignation to the president, but there is no specific law that dictates the course of action should this be tasked to parliament.

“There is a black hole in the constitution, it says nothing about resignation,” said lawmaker Mohamed al-Daraji.

There are two main laws that could direct parliament’s course of action, he added: Either they vote Abdul-Mahdi out in a vote of no-confidence, per Article 61 of the constitution, or resort to Article 81 reserved for times of crisis when there is a vacancy in the premiership, shifting those duties temporarily to the president.

“My understanding is this will be taken care of per Article 61,” he said.

A vote of no confidence would demote Abdul-Mahdi’s Cabinet into caretaker status for a period of 30 days, in which parliament’s largest political bloc would have to propose a new candidate.

This is where the real problem comes in, experts and officials said.

Abdul-Mahdi’s nomination as prime minister was the product of a provisional alliance between parliament’s two main blocs — Sairoon, led by cleric Moqtada al-Sadr, and Fatah, which includes leaders associated with the paramilitary Popular Mobilization Units headed by Hadi al-Amiri.

In the May 2018 election, neither coalition won a commanding plurality that would have enabled it to name the premier alone. To avoid political crisis, Sairoon and Fatah forged a precarious union.

“Now we are back to the question of who is the largest bloc that can name the next prime minister,” said one official close to the State of Law party, led by former Prime Minister Nouri al-Maliki. The official spoke on condition of anonymity in line with regulations. “If they don’t come to an agreement before the 30-day deadline, then we might have to go to the supreme court.”

Officials traded theories as to why Abdul-Mahdi chose to tender his resignation through parliament, with some speculating it was to buy more time or avoid the risk of a vacuum should the post remain empty.

Abdul-Mahdi had alluded to the challenges faced by political parties to find consensus candidates, saying in earlier statements he would step down once an alternative candidate was found.

In his speech, addressing these speculations, Abdul-Mahdi said he was acting on the advice of Iraq’s chief Supreme Court judge.

“The perspective I received from the chief of the federal supreme court is that the resignation should be submitted to those who voted the government in,” he said.

Abdul-Mahdi listed his government’s accomplishments, saying it had come to power during difficult times. “Not many people were optimistic that this government would move forward,” he said.

The government, he said, had managed to push through important job-creating projects, improve electricity generation and strengthen ties with neighbouring countries.

“But unfortunately, these events took place,” he said, referring to the mass protest movement that engulfed Iraq on 1 October. “We need to be fair to our people and listen to them, where we made mistakes, where we did not make up for the mistakes of previous governments.”

At least 400 people have died since the leaderless uprising shook Iraq with thousands of Iraqis taking to the streets in Baghdad and the predominantly Shiite southern Iraq decrying corruption, poor services, lack of jobs and calling for an end to the post-2003 political system.

Security forces have used live fire, tear gas and sound bombs to disperse crowds leading to heavy casualties.

Three protesters were killed and 24 wounded in the holy city of Najaf in southern Iraq on Saturday as security forces used live rounds to disperse them from a key mosque, security and hospital officials said.

In Baghdad, at least 11 protesters were wounded near the strategic Ahrar Bridge when security forces fired live ammunition and tear gas to prevent demonstrators from removing barricades. The protesters are occupying part of three strategic bridges - Ahrar, Sinak and Jumhuriya - in a stand-off with security forces. All three lead to the heavily fortified Green Zone, the seat of Iraq’s government.

In the southern city of Nasiriyah, security forces used live fire and tear gas to repel protesters on two main bridges, the Zaitoun and the Nasr, which lead to the city centre. Heavy fighting has taken place in Nasiriyah in recent days, with at least 31 protesters killed.

The officials spoke on condition of anonymity in line with regulations.

Abdul-Mahdi referred to the rising death toll by security forces in his speech.

“We did our best to stop the bloodshed, and at the time we made brave decisions to stop using live ammunition, but unfortunately when clashes happen there will be consequences,” he said.

London bridge attack: Man wearing hoax bomb costume stabs two to death, injures three; cops shoot down attacker, say he was known 'terror offender'

London: A man imprisoned six years for terrorism offences before his release last year stabbed several people in London on Friday, two fatally, before being tackled by members of the public and then fatally shot by officers on London Bridge.

Neil Basu, London’s police counterterrorism head, said 28-year-old Usman Khan was attending a program that works to educate prisoners when he launched the attack, killing a man and a woman and injuring three others just yards from the site of a deadly 2017 van and knife rampage. Basu said the suspect appeared to be wearing a bomb vest but it turned out to be “a hoax explosive device."

Health officials said one of the injured was in critical but stable condition, one was stable and the third had less serious injuries.

The attack raises difficult questions for Britain’s government and security services. Police said Khan was convicted in 2012 of terrorism offences and released in December 2018 “on license,” which means he had to meet certain conditions or face recall to prison. Several British media outlets reported that he was wearing an electronic ankle bracelet.

Prime Minister Boris Johnson said he had "long argued" that it was a "mistake to allow serious and violent criminals to come out of prison early.”

"It is very important that we get out of that habit and that we enforce the appropriate sentences for dangerous criminals, especially for terrorists, that I think the public will want to see,” he said.

Johnson, who chaired a meeting of the government’s COBRA emergency committee late Friday, said more police would be patrolling the streets in the coming days “for reassurance purposes.” Police said they were treating the stabbings as a terrorist attack and were not actively looking for any other suspects.

The violence erupted less than two weeks before Britain holds a national election 12 December. The main political parties temporarily suspended campaigning in London as a mark of respect.

Metropolitan Police Chief Cressida Dick said officers were called just before 2 pm to Fishmongers’ Hall, a conference venue at the north end of London Bridge. The pedestrian and vehicle bridge links the city’s business district with the south bank of the River Thames.

Learning Together, a Cambridge University-backed prison education programme was holding a conference there Friday. Cambridge Vice-Chancellor Stephen Toope said he was “devastated to learn that today's hateful attack on London Bridge may have been targeted at staff, students and alumni attending an event organized by the University of Cambridge's Institute of Criminology.”

Minutes after the stabbings, witnesses saw a man with a knife being wrestled to the ground by members of the public on the bridge before officers shot him dead.

Video images showed people spraying the fleeing suspect with a fire extinguisher, while another passer-by held what appeared to be a long white stick. Witness Amy Coop, who was at the Fishmongers’ Hall, said it was a narwhal tusk the man had grabbed from a wall before going to confront the attacker.

One video posted on social media showed two men struggling on the bridge before police pulled a man in civilian clothes off a black-clad man on the ground. Gunshots followed. Another depicted a man in suit and overcoat holding a long knife that apparently had been taken from the attacker.

Karen Bosch, who was on a bus crossing the bridge, said she saw police “wrestling with one tall, bearded man” and then heard “gunshots, two loud pops.”

She said the man "pulled his coat back which showed that he had some sort of vest underneath, whether it's a stab vest, or some sort of explosive vest, the police then really quickly moved backwards, away.”

Another bus passenger, Amanda Hunter, told the BBC that the vehicle “all of a sudden stopped and there was commotion and I looked out the window and I just saw these three police officers going over to a man.”

"It seemed like there was something in his hand, I'm not 100% sure, but then one of the police officers shot him.”

Police confirmed that the man died at the scene.

Mayor Sadiq Khan praised the “breathtaking heroism of members of the public who literally ran towards danger not knowing what confronted him.”

“They are the best of us,” Khan said.

Cars and buses on the busy bridge stood abandoned after the shooting, with a white truck stopped diagonally across the lanes. Video footage showed police pointing guns at the truck before moving to check its container.

London Bridge station, one of the city’s busiest rail hubs, was closed for several hours after the attack.

Scores of police, some armed with submachine guns, ushered office workers and tourists out of the area packed with office buildings, banks, restaurants and bars. Staff in nearby office blocks were told to stay inside.

As police cleared the streets, staff in shops and restaurants ushered customers into storerooms and basements. Some had been through similar traumatic events in June 2017, when eight people died in the van and knife attack launched by three people inspired by the Islamic State group. The attackers ran down people on the bridge, killing two, before fatally stabbing several people in nearby Borough Market.

Political leaders expressed shock and sorrow at Friday’s attack.

“We will not be cowed by those who threaten us,” Labour Party leader Jeremy Corbyn said. “We must and we will stand together to reject hatred and division."

Both Labour and the Conservatives suspended campaigning in the city after the attack and the prime minister was also cancelling political events for Saturday.

Security officials earlier this month downgraded Britain's terrorism threat level from "severe" to "substantial," which means an attack is seen as "likely" rather than "highly likely." The assessment was made by the Joint Terrorism Analysis Centre, an independent expert body that evaluates intelligence, terrorist capability and intentions.

The U.K.'s terror threat was last listed as "substantial" in August 2014; since then it has held steady at "severe," briefly rising to "critical" in May and September 2017.

Iraqi forces shoot dead 40 anti-govt protesters in 24 hours as violence spirals in Baghdad after the burning of Iranian consulate in Najaf

Baghdad: Security forces shot dead 40 anti-government protesters during 24 hours of bloodshed amid spiralling violence in the capital and Iraq’s south, security and medical officials said Thursday, one day after an Iranian consulate was torched.

Iran condemned the burning of its consulate in the holy city of Najaf as violence continued into the night across southern Iraq, where security forces had killed 36 protesters and wounded 245 since Wednesday evening, the officials said. Another four protesters were shot dead in the capital. The officials spoke on condition of anonymity in line with regulations.

Police and military forces were deployed across key oil-rich provinces to re-open roads closed off by demonstrations.

The escalating violence and heavy response against demonstrators by a largely Iran-backed government threatened to intensify tensions, especially if efforts to implement electoral and anti-corruption reforms fail to placate protesters.

Crisis committees were created to enhance coordination between Prime Minister Adil Abdul-Mahdi and governors in provinces affected by the protests “for the importance of controlling security and enforcing the law,” said a statement from the joint operations command.

Security forces shot four protesters dead in Baghdad and wounded 22 when they tried to cross the important Ahrar Bridge leading to the nearby Green Zone, the heavily fortified seat of Iraq’s government. Protesters occupy parts of the Jumhuriya, Sinak and Ahrar bridges, all of which lead to or near the fortified area.

In Najaf, five protesters were fatally shot and 32 wounded when security forces opened fire to prevent them from torching a central mosque named after the father of a prominent political leader, officials said.

The deaths came after a day after protesters burned the Iranian consulate in Najaf. It was one of the worst attacks targeting Iranian interests in the country since the anti-government protests erupted two months ago.

The unrest in Iraq began on 1 October, when thousands took to the streets in Baghdad and the predominantly Shiite south. The largely leaderless movement accuses the government of being hopelessly corrupt and has also decried Iran’s growing influence in Iraqi state affairs.

At least 350 people have been killed by security forces, which routinely use live ammunition and tear gas to disperse crowds.

Iran has called for a “responsible, strong and effective” response to the burning of its consulate, Abbas Mousavi, a Foreign Ministry spokesman, said in statements to Iran’s official IRNA news agency.

Iraq’s Ministry of Foreign Affairs condemned the attack, saying it was perpetrated by “people outside of the genuine protesters” seeking to harm relations between the countries.

One demonstrator was killed and 35 wounded when police fired live ammunition in a failed effort to prevent protesters entering the consulate building. Once inside, the demonstrators removed the Iranian flag and replaced it with an Iraqi one, said a police official who spoke on condition of anonymity in line with regulations.

A curfew was imposed in Najaf after the attack on the consulate. Security forces were heavily deployed around main government buildings and religious institutions Thursday morning.

Najaf province is the headquarters of the country’s Shiite religious authority headed by Grand Ayatollah Ali al-Sistani. He has been largely supportive of protester demands, siding with them by repeatedly calling on political parties to implement serious reforms.

Influential Shiite cleric Muqtada al-Sadr called on Iraq’s government to resign “immediately to stop the bloodletting,” while imploring protesters to maintain the peace.

“If the government does not resign, this will be the beginning of the end of Iraq,” he warned.

Al-Sadr, who has supported the protests, also categorically denied that his supporters were involved in the attack on the Iranian consulate in Najaf.

In addition to using sit-ins and burning tires to close main avenues, protesters have lately targeted Iraqi economic interests in the south by blocking key ports and roads to oil fields.

In the oil-rich city of Nasiriyah, 31 protesters were killed overnight and 215 wounded by security forces who fired to drive them away from them from key bridges, security and medical officials said Thursday. Demonstrators had been blocking Nasr and Zaitoun bridges leading to the city centre for several days. Security forces moved in late Wednesday to open the main thoroughfare.

By Thursday afternoon, special forces were transferred from neighbouring Najaf and Diwanieh provinces to Nasiriyah to contain the violence, security officials said.

Amnesty International denounced the violence, calling it a bloodbath that “must stop now.”

“The scenes from Nasiriyah this morning more closely resemble a warzone than city streets and bridges. This brutal onslaught is just the latest in a long series of deadly events where Iraqi security forces meted out appalling violence against largely peaceful protesters,” said Lynn Maalouf, Middle East research director for the rights groups.

In Basra, security forces were deployed in the city’s main roads to prevent protesters from staging sit-ins on important avenues.

Basra’s streets were open as of Thursday morning, but highways leading to the two main Gulf commodities ports in Umm Qasr and Khor al-Zubair remained closed. Schools and official public institutions were also closed.

Separately, the US Embassy denounced a recent decision by Iraq’s media regulator to suspend nine television channels, calling for the Communications and Media Commission to reverse its decision. The embassy’s Thursday statement also condemned attacks and harassment against journalists.

Local channel Dijla TV had its license suspended Tuesday for its coverage of the protests, and its office was closed and equipment confiscated, according to an official from one of the channels under threat. Other channels have been asked by the regulatory commission to sign a pledge “agreeing to adhere to its rules,” said the official, who requested anonymity out of fear of reprisal.

The Islamic State extremist group, meanwhile, claimed responsibility for Tuesday’s coordinated bombings in three Baghdad neighbourhoods that killed five people. The bombings, which occurred far from Tahrir square where demonstrators are camped, was the first apparent coordinated attack since anti-government protests began.

US law enforcement agencies arrest over 250 students, including 90 Indians, from fake university set up by authorities to check immigration fraud

Washington: US federal law enforcement agencies have arrested 90 more foreign students, mostly from India, taking the total number of students held so far to over 250 from a fake university set up by the authorities to check immigration fraud.

The US Immigration and Customs Enforcement ICE in March arrested 161 students from the fake university established by it in the US state of Michigan.

The latest news of the arrest of additional 90 students, first reported on Tuesday by the 'Detroit Free Press', has resulted in outrage with #AbolishICE hashtag gaining ground on Twitter and other social media platforms on Wednesday.

When the fictitious university closed in March, there were 600 students, mostly Indians, enrolled in it.

The US Immigration and Customs Enforcement (ICE) has so far arrested more than 250 students, who were lured to enroll in the now-closed University of Farmington in the Detroit metropolitan area by the Department of Homeland Security.

According to an ICE spokesperson, of the 250 students arrested so far "nearly 80 per cent were granted voluntary departure and departed the United States."

Of the remaining 20 percent, about half of them have received a final order of removal.

Federal prosecutors claim that the students knew that this was a fake university as there were no classes.

Senator Elizabeth Warren, a leading Democratic presidential candidate, described the move as "cruel".

"This is cruel and appalling," she said in a tweet. "These students simply dreamed of getting high-quality higher education America can offer. ICE deceived and entrapped them, just to deport them," Warren said.

The ICE had filed a criminal charge sheet against eight recruiters. Seven of them have pleaded guilty.

The eight recruiters have been indicted for conspiracy to commit visa fraud and harbouring aliens for profit by the US Attorney for the Eastern District of Michigan.

Students enrolled in the university, a significant number of whom were from India, came to the US legally on a valid visa issued by the US embassy in India.

The US "trapped the vulnerable people who just wanted to maintain (legal immigration) status," Rahul Reddy, a Texas attorney who represented or advised some of the students told Detroit Free Journal. "They prayed upon them," he alleged.

The fake university charged around USD 2,500 per quarter for a graduate programme and the average cost is USD 1,000, the Daily reported.

Bagram Air Field, Afghanistan: President Donald Trump paid an unannounced Thanksgiving visit to US troops in Afghanistan on Thursday and declared that he had reopened peace negotiations with the Taliban less than three months after scuttling talks in hopes of ending 18 years of war.

Trump's sudden announcement on peace talks came at a critical moment in the United States' long, drawn-out military venture in Afghanistan, a time when the country is mired in turmoil over disputed election results and Americans at home are increasingly tired of an operation that began shortly after the 11 September, 2001 attacks.

The scope and prospects of any renewed negotiations remained unclear, and White House officials gave few details beyond Trump's sudden revelation. On the flight to Afghanistan, Stephanie Grisham, the White House press secretary, had insisted that the secret trip was "truly about Thanksgiving and supporting the troops" and "nothing about the peace process" with the Taliban.

The Taliban made no official comment immediately after the late-night visit and Ghani said little afterward about any peace talks. "Both sides underscored that if the Taliban are sincere in their commitment to reaching a peace deal, they must accept a ceasefire," Ghani wrote on Twitter. Several of his other marquee initiatives, including nuclear talks with North Korea and an effort to squeeze concessions out of Iran with economic pressure, have yielded few results.

During his short visit on the ground Thursday, Trump boasted of US military successes against Al-Qaeda and the Islamic State and suggested that the Taliban was eager to make a peace deal, but that he personally was indifferent to the outcome.

"The Taliban wants to make a deal — we'll see if they make a deal," Trump said. "If they do, they do, and if they don't, they don't. That's fine."

He also said that the Taliban was willing to agree to a ceasefire pending the more extensive accord, a matter of contention in the earlier talks but one that Ghani's government has insisted on.

Trump arrived in Afghanistan one day after at least 13 people were killed when their car struck a roadside bomb on the way to a wedding party in Taliban-controlled territory in northern Afghanistan, officials said. Most of the victims were related to one another.

Trump's suggestion that the United States would either reach a peace with the Taliban or achieve "total victory" was a sharp departure from his public expressions of frustration with what he has called America's unending wars. US military leaders and diplomats have long ruled out the possibility of a military victory in Afghanistan. To the contrary, they say, a political settlement is the only path out of the war.

"Peace talks are the only responsible way forward, but it will be a hard and lengthy road," said James Dobbins, who served as special envoy for Afghanistan and Pakistan under Presidents George W Bush and Barack Obama.

"Some time ago, the choice seemed to be between talking or winning on the battlefield," Dobbins added. "More recently, the options under consideration seem to be talking or losing — that is, withdrawing unilaterally."

The president made a similar point when he stuck to his prepared remarks, declaring that the war "will not be decided on the battlefield" and that "ultimately there will need to be a political solution". The vow of "total victory" absent a peace negotiation appeared to be spontaneous.

US diplomats have quietly tried to keep the peace process alive since Trump called off the talks, using small measures like a prisoner swap to build trust. In recent weeks, informal meetings between the two sides have been reported, though neither side had publicly acknowledged that peace negotiations had formally resumed.

Even after Trump broke off negotiations, the Taliban refrained from criticising him too harshly, which analysts took as evidence that the group still wanted a deal with the United States.

The Thanksgiving trip also allowed the president to stand against a backdrop of visible military support amid his decision to intervene in several high-profile war crimes cases, which has roiled the Pentagon and strained his relations with military leaders.

The secretary of the navy, Richard Spencer, was fired after Trump refused to allow the navy to oust Chief Petty Officer Edward Gallagher from the Navy SEALs in a case that has taken on enormous symbolic importance. Gallagher was convicted of bringing discredit to the armed forces by posing for photos with a teenage captive's dead body in Iraq but acquitted of the most serious allegations, including killing the captive with a hunting knife and threatening to kill SEALs who reported him.

"This was a shocking and unprecedented intervention in a low-level review," Spencer wrote in The Washington Post on Wednesday.

Administration officials said Trump remained eager to bring an end to the US role in Afghanistan, which costs billions of dollars each year and continues to claim American lives. This month, Trump visited Dover Air Force Base in Delaware to pay respects during the return of two Americans killed in a 20 November 20 helicopter crash in Afghanistan.

The peace negotiations with the Taliban collapsed in stunning fashion on 7 September, after Trump disclosed via Twitter that he was quashing plans for a dramatic meeting at his Camp David presidential retreat with Taliban leaders and Afghan government officials. Angrily citing a Taliban attack in Kabul that killed an American soldier as the plans were coming together, Trump called off the discussions entirely. "As far as I'm concerned, they are dead," he said.

It was never clear how imminent a peace agreement truly was. Taliban leaders said they had not committed to a Camp David visit, and Ghani, who was shut out of the talks, was deeply skeptical of a separate United States agreement with the Taliban that did not involve his government. Uncertainty about the country's future in the wake of its unresolved election dispute could make brokering peace even more difficult now.

General David Petraeus, a former commander of American forces in Afghanistan who is now retired, has warned that a premature withdrawal could lead to a Taliban conquest of the country, and Senator Lindsey Graham, R-SC, and a close advisor to Trump on foreign policy, has said removing troops could "pave the way for another 9/11".

Trump flew to Afghanistan on one of the modified blue-and-white 747 jets known as Air Force One when the president is onboard. He had flown to Florida on Tuesday in another one of those planes but left it behind for his secret trip, which involved first flying back to Washington, where he boarded an alternate plane out of public view.

Hong Kong protests: Despite opposition from China, Donald Trump signs bill supporting pro-democracy demonstrators

Washington: US President Donald Trump on Wednesday signed a bill that supports pro-democracy protesters in Hong Kong, a move that is bound to anger China.

The legislation proposes to impose sanctions on officials committing human rights violations against pro-democracy supporters in Hong Kong. It was passed by both the chambers of the US Congress – House of Representatives (417-1) and the Senate unanimously.

The 'Hong Kong Human Rights and Democracy Act of 2019', which reaffirms and amends the United States-Hong Kong Policy Act of 1992, specifies US policy towards Hong Kong, directs assessment of the political developments in Hong Kong, and other purposes.

"I signed these bills out of respect for President Xi, China, and the people of Hong Kong," Trump, who had indicated earlier this week that he would not sign the bill, said in a statement.

"They are being enacted in the hope that Leaders and Representatives of China and Hong Kong will be able to amicably settle their differences leading to long term peace and prosperity for all," the president said.

Top American lawmakers, authors of the bill, applauded Trump for signing the legislation into law.

"The US now has new and meaningful tools to deter further influence and interference from Beijing into Hong Kong's internal affairs," Senator Marco Rubio said.

"Following last weekend's historic elections in Hong Kong that included record turnout, this new law could not be more timely in showing strong US support for Hong Kongers' long-cherished freedoms," Rubio said.

According to Senator Ben Cardin, the law sends a strong message to the demonstrators in Hong Kong, the government of Hong Kong, as well as the Communist Party of China that the United States was not only watching, but stands with demonstrators as they march for their autonomy, for their democracy and for their human rights.

Senate Committee on Foreign Relations Chairman Jim Risch said this law made it abundantly clear that the US support the people of Hong Kong.

"The Hong Kong Human Rights and Democracy Act is an important step forward in holding the Chinese Communist Party accountable for its erosion of Hong Kong's autonomy and its repression of fundamental human rights," Risch said.

"The signing of this legislation into law ensures the United State finally sends a clear and unequivocal message to the people of Hong Kong: We are with you," Ranking Member Bob Menendez said.

Islamabad High Court stops special court from announcing verdict in Pervez Musharraf high treason case

Islamabad: A top Pakistani court on Wednesday stopped a special tribunal from announcing its verdict in the high treason case against General (retd) Pervez Musharraf on Thursday, in a temporary relief to the former military dictator who has been declared a "proclaimed offender".

The special tribunal on 19 November concluded the trial proceedings in the case against 76-year-old Musharraf for declaring a state of emergency on 3 November, 2007, and for subverting the Constitution. It had ruled that a verdict in the case would be announced on 28 November.

The Islamabad High Court (IHC) on Wednesday stopped the special tribunal from issuing the ruling on Thursday in the high treason case against Musharraf, Dawn News reported.

Musharraf, who left the country in May, 2016, for medical treatment has not returned.

Pakistan's former military dictator, who is living in Dubai in self-exile, also challenged the special court's decision in the Lahore High Court on Saturday and sought suspension of his trial in absentia. His lawyer contended that the reserving of the verdict on 19 November was "unconstitutional and void".

"For reasons to be recorded later, we allow writ petition (...) filed by the Ministry of Interior," a three-member IHC bench headed by Chief Justice Athar Minallah said in its brief order on Wednesday, setting aside the special court's decision to reserve its judgement in the case.

In a surprise move, the Pakistan Tehreek-e-Insaf (PTI) government of Prime Minister Imran Khan had on Monday come in aid of Musharraf, seeking deferment of the announcement of the verdict in the high treason case on 28 November.

If found guilty, the former Pakistan Army chief could be sentenced to death or imprisonment for life.

The IHC has asked the federal government to form a new prosecution team for the high treason case by 5 December and also directed the special court to hear pleas of all sides and decide Musharraf's case in accordance with the law.

"It also remarked that the reasons to stop the hearing of the special court would be announced later," the report said.

Earlier, during the hearing, Additional Attorney General (AAG) Sajid Ilyas Bhatti informed the bench that he had received the case file and orders to appear before the court just 30 minutes before.

The bench remarked that he was representing the federal government and should be aware of facts about the case.

"How can you proceed without complete information?" asked Justice Minallah.

The bench then asked the AAG to call in someone who knew facts about the case.  "A representative from the Ministry of Law and Justice, who knows the case," he added.

Musharraf's lawyer tried to argue, but the bench stopped him and remarked that the court will first hear the petition of the interior ministry, Geo News reported.

"Pervez Musharraf has been declared a proclaimed offender as per the law," it quoted Justice Minallah as saying.

As Pakistan President, Musharraf imposed emergency and suspended the Constitution in 2007, which according to Article 6 of the Constitution was an act of high treason.

The previous Pakistan Muslim League-Nawaz (PML-N) government filed the treason case against the former president in 2013 over the imposition of extra-constitutional emergency in 2007.

Musharraf became Pakistan's first army chief to be charged with treason when he was indicted on 31 March, 2014. He pleaded not guilty to five charges and dismissed them as being politically motivated.

The hearing in the high-profile case was stalled after Musharraf left Pakistan for Dubai for medical treatment on 18 March, 2016, with a commitment to come back. He managed to go abroad after his name was removed from the no-fly list on the orders of the Supreme Court.

A few months later, however, the special court declared him a "proclaimed offender" and ordered the confiscation of his property owing to his no-show at the hearings. He has repeatedly refused to return to Pakistan citing security reasons.

Musharraf seized power in 1999 by toppling the government of prime minister Nawaz Sharif and ruled until 2008 when he was forced to step down.

According to previous Pakistani media reports, Musharraf suffers from amyloidosis, a rare disease caused by the build-up of an abnormal protein called amyloid in organs and tissues in the body, and is under medication.

Hong Kong election landslide results signal more frictions with China; city's pro-Beijing camp in full retreat

Hong Kong: In the run-up to local elections in Hong Kong on Sunday, Beijing and its allies in the city were portraying the vote as a way to hear the voice of a silent majority after nearly six months of increasingly violent anti-government protests.

Now, that majority has spoken — and it has come out overwhelmingly against Beijing and its allies.

The city's Beijing-backed establishment camp suffered a staggering defeat in elections for district councils as democracy advocates swept 87 percent of the seats, up from less than a third. Beijing and its supporters in Hong Kong, including the city's embattled leader, Carrie Lam, must now reckon with a resounding, very public display of support for the democracy camp and the protest movement.

"This election is not just about livelihood issues, but also a direct referendum regarding the justifiability of this regime," Cary Lo, a newly-elected district councilor supporting democracy, told reporters Monday. "It has indicated that Carrie Lam's government has lost its legitimacy."

What all sides agree on is that the election landslide puts China's ruling Communist Party under even greater pressure to respond to the protest movement. Where their views differ is on what it means.

To the pro-democracy camp, that means addressing the broader Hong Kong public's calls for more official accountability. Other politicians are concerned that the vote could be seen by Beijing as a sign that the territory is slipping further from its grip and requires a harsher response.

The protesters started campaigning in June against a now-withdrawn bill that would have allowed extraditions to mainland China. Their demands have since morphed into broader calls for expanded democracy and an investigation into alleged police brutality.

Beijing and its local allies had been convinced that the protest movement had antagonised the public by blocking roads and rail lines and scaring off shoppers and tourists. The democrats’ triumph at the polls showed instead that Hong Kong residents remain broadly sympathetic to the movement.

The councils have very little actual power. They advise the government on neighborhood issues like the location of bus stops, not big questions like democracy. But the democrats’ victory also means that they will gain a larger say on the committee that chooses the territory’s chief executive in 2022.

Democracy advocates were ebullient Monday as they made clear they would continue to challenge government policies and stand in solidarity with anti-government demonstrators. They walked as a group to Hong Kong Polytechnic University, where dozens of protesters have been trapped for more than a week by police.

"Save our brothers and sisters," chanted Owan Li, a newly-elected district councilor who is also a student member of the university’s management council. "We have shown the police force that university campuses are not to be trampled upon."

The victory in the district council races handed the pro-democracy movement a boost of confidence — and new financial support for its campaigners. (Council members earn about $50,000 a year for the part-time job.) The camp will now be looking at how it can build on this momentum to drum up support for legislative elections next year.

The city’s pro-Beijing camp, in contrast, found itself in full retreat. Leaders of the main pro-Beijing political party gathered Monday to bow their heads in a televised public apology. A federation of pro-Beijing labor unions that suffered heavy losses in district races Sunday angrily blamed Lam’s policies, seeking to distance itself from the unpopular administration.

Lam gave few clues on her next move, saying in a statement that the Hong Kong government would “listen to the opinions of members of the public humbly and seriously reflect.”

Now what remains to be seen is how Beijing will respond, and one possibility is — it won’t.

Leaders in Beijing may just ignore the outcome of the elections and maintain their hard line against the protest movement, which they have denounced as the work of foreign-backed separatist forces.

Lau Siu-kai, vice president of the Chinese Association of Hong Kong and Macau Studies, a powerful Beijing advisory group, said that the Communist Party had already decided at a high-level meeting last month that it would more closely oversee Hong Kong. Beijing would not allow the outcome of the local elections to affect that decision and would not yield to the demands of protesters, he said in a telephone interview Monday.

“The gist of the decision is to strengthen Beijing’s leadership of the Hong Kong government and strengthen the protection of national security,” he said. Trying to put a positive spin on a huge electoral defeat, Lau said that with the democrats seizing control of 17 of the city’s 18 district councils — compared with none before — the Opposition might find activism on councils to be an alternative to violence.

"The Opposition forces will have a new platform to attack Beijing and the Hong Kong government,” he said. “At the same time, they will have less need to go to the streets.”

Ronny Tong, a pro-Beijing moderate in Lam’s Cabinet, also tried to find a glimmer of hope in the government’s crushing electoral defeat.

Tong said that the vote was proof that “democracy is alive and well” in Hong Kong — and there was no need for the United States to proceed with legislation to punish Hong Kong officials for their role in harsh police tactics. President Donald Trump has not yet said if he will sign the legislation, which passed both houses with veto-proof margins.

But Lau, the Beijing adviser, said that he believed either the Hong Kong government or the Communist Party would now have to push through stricter security legislation for the territory — a step that the democracy movement would be certain to oppose stridently.

In China, the pro-Beijing camp’s defeat could only be seen as a repudiation of the party’s rule over the semiautonomous region, just weeks after President Xi Jinping gave Lam his enthusiastic backing.

The Chinese government’s reaction on Monday was strikingly muted, as if authorities were surprised by the results. China’s state television network covered the voting extensively as it happened Sunday, but then lapsed into silence once the outcome was clear.

A number of state media outlets, while not describing the results as either a win or loss, on Monday accused hostile foreign forces of aiding the opposition. A foreign ministry spokesman said Beijing would not brook any challenge to its sovereignty over the territory. “Hong Kong is China’s Hong Kong,” said Geng Shuang, a ministry spokesman.

Bonnie S Glaser, director of the China Power Project at the Centre for Strategic and International Studies in Washington, said by telephone that the results in Hong Kong showed how out of touch the Communist leadership in Beijing was when it came to understanding popular sentiment and democratic processes.

“Whenever China has tried to manage democracy, they have failed,” she said. “They are very bad at understanding democracies and how democratic societies function.”

But democracy supporters and political analysts were also caught completely off guard by the scale of the victory, after predicting as late as Sunday afternoon that pro-Beijing politicians would keep control of most of the district councils.

A rout by democracy advocates “was beyond our imagination,” said Joseph Cheng, a retired political scientist at City University of Hong Kong and longtime democracy advocate. “No one could say that, they would think you were crazy.”
