As Joe Biden's hunt for running mate enter last leg, top contenders and their advocates make final push
Washington: As Joe Biden nears the announcement of his vice presidential choice, the top contenders and their advocates are making final appeals.
The campaign hasn't finalised a date for naming a running mate, but three people who spoke on condition of anonymity to discuss the plans said a public announcement likely wouldn't happen before the week of 10 August.
Biden said in May that he hoped to name his pick around 1 August and told reporters this week that he would “have a choice in the first week of August.” He notably stopped short of saying when he would announce that choice.
Running mates are often announced on the eve of a convention. As he prepares to make his choice, a committee established to vet possible running mates has provided Biden with briefing materials. Biden will likely soon begin one-on-one conversations with those under consideration, which could be the most consequential part of the process for a presidential candidate who values personal connections.
The leading contenders include California Senator Kamala Harris, California Representative Karen Bass and Obama national security adviser Susan Rice. The deliberations remain fluid, however, and the campaign has reviewed nearly a dozen possible running mates.
“For Joe Biden, this is crunch time. After all the vetting, all the investigations into the prospective nominees, it’s now up to Joe. It’s personal,” said former New Mexico governor Bill Richardson, who was vetted for vice president in 2008. “It’s now about his gut feeling.”
Representatives for Biden declined to comment for this story.
The selection amounts to the most significant choice Biden has confronted in his nearly five-decade political career. He has pledged to select a woman and is facing calls to choose the first Black woman to compete on a presidential ticket.
Given the historic significance of the moment, some are urging Biden not to let the announcement linger too long.
“My sense is that the VP himself, having been through this process, is aware of and mindful of not letting people hang out there too long,” said Democratic strategist Karen Finney. “There certainly seems to be a bit of a media frenzy, and I think we have to be aware that at a point, it becomes unfair to the candidates being considered."
As a decision looms, the camps are jockeying for position.
Harris' allies mobilized this week after Politico reported that the co-chair of the vetting committee, former Connecticut Senator Chris Dodd, was concerned about Harris’ tough debate stage performance and that she hasn’t expressed regret.
Several California elected officials and labor leaders initiated a call with the vetting team to emphasise that Harris has strong support among labor and political leaders in her home state. The call was organized by Lt Governor Eleni Kounalakis and included the mayors of Oakland, Long Beach and Stockton and former governor Gray Davis.
“A group of us really felt we needed to organise and speak out and correct the record because she has tremendous support,” Kounalakis said.
Beyond emphasizing their strong relationships with Harris, they also pushed back against the idea that Harris wouldn’t be a loyal partner.
Dodd said “very supportive” things about Harris, Kounalakis said, though she did not give specifics.
Biden has sought feedback on his pick from former president Barack Obama, who has provided advice but has insisted the choice is his to make, according to a person who spoke on condition of anonymity to discuss the private conversations.
Biden allies say his wife, Jill, and sister, Valerie Biden Owens, are likely to play a key role in the decision, as they have with many of Biden’s biggest political decisions throughout his career. Jill has held online campaign events and fundraisers with virtually all the potential contenders in recent weeks, as has Biden himself, effectively offering the contenders a try-out opportunity with the presumptive Democratic nominee.
On Thursday night, Bass joined Biden for a virtual fundraiser that raked in $2.2 million. She has also taken steps to build her national profile, including providing interviews to multiple outlets over the past week.
On Friday night, Biden held a virtual fundraiser with Elizabeth Warren, who has also been considered as a running mate. Biden said the event raised more than $1.7 million from over 50,000 grassroots donors. That's about a quarter of the $6 million the Massachusetts senator brought in during her first online fundraiser for the former vice president last month that appealed to higher-dollar donors.
“We've known each other a long time. Her fearless work for a just America has transformed lives and inspired millions, including me," Biden said. "She is something else. You all know her.”
Warren said, “This is a time of unprecedented crisis.”
“But I wake up every single day with a heart full of hope and here is why: vice-president Biden is meeting the moment,” she added. The two talked for nearly an hour but did not mention the vice presidential selection process.
Some Biden donors have already begun to plan prospective fundraising events ahead of the formal announcement. Biden’s team expects his running mate to contribute immediately to his fundraising operation.
Of the finalists, Harris is thought to be the most formidable traditional fundraiser, while Warren’s ability to attract small-dollar donations from the party’s progressive base is also viewed as a major asset.

US appeals court overturns Boston Marathon bomber’s death sentence; 'just don't understand', says victim's mother
A federal appeals court Friday threw out Dzhokhar Tsarnaev’s death sentence in the 2013 Boston Marathon bombing, saying the judge who oversaw the case did not adequately screen jurors for potential biases.
A three-judge panel of the first US Circuit Court of Appeals ordered a new penalty-phase trial on whether the 27-year-old Tsarnaev should be executed for the attack that killed three people and wounded more than 260 others.
“But make no mistake: Dzhokhar will spend his remaining days locked up in prison, with the only matter remaining being whether he will die by execution,” Judge O. Rogeriee Thompson wrote in the ruling, more than six months after arguments were heard in the case.
An attorney for Tsarnaev said they are grateful for the court's “straightforward and fair decision: if the government wishes to put someone to death, it must make its case to a fairly selected jury that is provided all relevant information."
“It is now up to the government to determine whether to put the victims and Boston through a second trial, or to allow closure to this terrible tragedy by permitting a sentence of life without the possibility of release," David Patton said in an email.
A spokesperson for the US Attorney’s office in Boston said they were reviewing the opinion and had no immediate comment. Prosecutors could ask the full appeals court to hear the case or go straight to the US Supreme Court.
The mother of Krystle Campbell, the 29-year-old killed in the attack, expressed outrage at the court's decision.
“I just don’t understand it,” Patricia Campbell told The Boston Globe. “It’s just terrible that he’s allowed to live his life. It’s unfair. He didn’t wake up one morning and decide to do what he did. He planned it out. He did a vicious, ugly thing.”
Former Massachusetts Bay Transportation Authority officer Dic Donohue, who was severely injured in a gunfight with the brothers, said the ruling was not surprising to him. “And in any case, he won’t be getting out and hasn’t been able to harm anyone since he was captured," he tweeted.
Tsarnaev's lawyers acknowledged at the beginning of his trial that he and his older brother, Tamerlan Tsarnaev, set off the two bombs at the marathon finish line. But they argued that Dzhokar Tsarnaev is less culpable than his brother, who they said was the mastermind behind the attack.
Tamerlan Tsarnaev died in a gunbattle with police a few days after the 15 April, 2013, bombing. Dzhokar Tsarnaev is now behind bars at a high-security supermax prison in Florence, Colorado.
Tsarnaev was convicted on 30 charges, including conspiracy and use of a weapon of mass destruction. The 1st Circuit upheld all but a few of the convictions.
Prosecutors told jurors that the men carried out the attack to punish the United States for its wars in Muslim countries. In the boat where Tsarnaev was found hiding, he had scrawled a confession that referred to the wars and wrote, among other things, “Stop killing our innocent people and we will stop.”
Tsarnaev’s attorneys identified a slew of issues with his trial, but said in a brief filed with the court that the “first fundamental error” was the judge’s refusal to move the case out of Boston. They also pointed to social media posts from two jurors suggesting they harbored strong opinions even before the 2015 trial started.
One juror had said in Twitter posts that that she was “locked down” with her family during the manhunt and retweeted another post calling Tsarnaev a “piece of garbage,” but later told the court she had not commented on the case or been asked to shelter in place, the defense said. On the day of Tsarnaev’s sentencing, the juror changed her Facebook profile picture to an image that said “BOSTON STRONG,” a rallying cry used in the wake of the bombing, the attorneys said.
Tsarnaev's lawyers pushed several times to move the trial out of the city where the bombs exploded, arguing the intense media scrutiny and number of people touched by the attack in Boston would taint the jury pool. But US District Judge George O’Toole refused, saying he believed a fair and impartial jury could be found in the city.
The 1st Circuit said the “pervasive” media coverage featuring “bone-chilling still shots and videos” of the bombing and days-long manhunt required the judge to run a jury selection process “sufficient to identify prejudice." But O'Toole fell short, the judges found.
The judges said O'Toole deemed jurors who had already formed the opinion that Tsarnaev was guilty qualified “because they answered ‘yes’ to the question whether they could decide this high-profile case based on the evidence.” Yet he didn't sufficiently dig into what jurors had read or heard about the case, it said.
"By not having the jurors identify what it was they already thought they knew about the case, the judge made it too difficult for himself and the parties to determine both the nature of any taint (e.g., whether the juror knew something prejudicial not to be conceded at trial) and the possible remedies for the taint," Thompson wrote.
All three judges agreed that the death sentence should be tossed. In a concurring opinion, Judge Juan Torruella wrote that the case should never have been tried in Boston. “If this case did not present a sufficient basis for a change of venue, there are no set of circumstances that will meet this standard, at least not in the First Circuit,” he wrote.
President Donald Trump weighed in on the ruling during an address to supporters on the tarmac of Tampa International Airport. "I see in Boston, where you have the animal that killed so many people during the Boston Marathon,” Trump said. “They just sent this conviction for the death penalty back to the lower courts so they’ll argue about that for a long time. It’s ridiculous.”

कोरोना वायरस से निपटने के लिए वैक्सीन ही इकलौता उपाय नजर आ रहा है। केंद्रीय स्वास्थ्य मंत्रालय ने कहा है कि भारत में हर्ड इम्युनिटी की स्थिति 'बहुत दूर' है और उसके लिए वैक्सीन के लिए जरिए इम्यूनाइजेशन करना होगा। हेल्थ मिनिस्ट्री के अधिकारी राजेश भूषण ने कहा, "भारत जैसे बड़े देश के लिए हर्ड इम्युनिटी कोई रणनीतिक विकल्प नहीं हो सकती... उसकी कीमत बहुत चुकानी पड़ेगी और वह सिर्फ वैक्सीनेशन से इम्यूनाइजेशन के जरिए ही हो सकती है।" उन्होंने कहा कि भारत सरकार ने किसी वैक्सीन निर्माता कंपनी के साथ कोई डील नहीं की है लेकिन अब उनसे बातचीत हो रही है। दुनियाभर में करीब 25 वैक्सीन ह्यूमन ट्रायल के दौर में हैं जिनमें से दो भारत की हैं। कोविड-19 वैक्सीन पर लेटेस्ट अपडेट क्या है, आइए जानते हैं।

Hong Kong police arrests four under new national security law for online posts 'inciting secession'
Hong Kong: Hong Kong police have signaled their intent to enforce a new Chinese national security law strictly, arresting four youths Wednesday on suspicion of inciting secession through social media posts.
Three males and one female, aged 16 to 21, were detained, a police official said at an 11 pm news conference. All are believed to be students.
"Our investigation showed that a group has recently announced on social media that they have set up an organization for Hong Kong independence," said Li Kwai-wah, senior superintendent of a newly formed unit to enforce the security law.
The 1-month-old law has chilled pro-democracy protesting as activists along with academics and others wonder if their activities could be targeted.
The central government in Beijing imposed the national security law on the semi-autonomous Chinese territory after city leaders were unable to get one passed locally. The move has raised fears that Hong Kong's freedoms and local autonomy are being taken away.
Police did not identify the suspects or their group. An organization called Studentlocalism which announced it was disbanding just before the law took effect said on Facebook that four former members had been arrested on secession charges, including ex-leader Tony Chung.
The police action appeared to target the Initiative Independence Party, which says on its Facebook page that it consists of former Studentlocalism members who have completed their studies and are overseas.
The party, which also posted the news of Wednesday's arrests, advocates for independence because it believes full democracy for Hong Kong is impossible under Chinese rule, its Facebook page says.
Li said only that the group in question had set up recently and that the posts were made after the law took effect late on June 30.
"They said they want to establish a Hong Kong republic, and that they will unreservedly fight for it," he said. "They also said they want to unite all pro-independence groups in Hong Kong for this purpose." He warned anyone who thinks they can carry out such crimes online to think twice.
Police have made a handful of other arrests under the new law, all of people taking part in protests and chanting slogans or waving flags deemed to violate the law.
China promised Hong Kong would have its own governing and legal systems under a "one country, two systems" principle until 2047, or 50 years after Britain handed back its former colony in 1997.
China, in justifying the new law, says issues such as separatism are a national security concern and, as such, fall under its purview.
The latest arrests came one day after a leading figure in Hong Kong's political opposition was fired from his university post.
Hong Kong University's council voted 18-2 to oust Benny Tai from his position as an associate law professor, local media reported.
Tai has been out on bail since being sentenced to 16 months in prison in April 2019 as one of nine leaders put on trial for their part in 2014 protests for greater democracy known as the Umbrella Movement.
In a posting Wednesday on his Facebook account, Tai said he intended to continue writing and lecturing on legal issues and asked for public support.
"If we continue in our persistence, we will definitely see the revival of the rule of law in Hong Kong one day," Tai wrote.
While the 2014 movement failed in its bid to expand democracy, protests returned last year over a legislative proposal that would have allowed criminal suspects to be extradited to face trial in mainland China.
Although the legislation was eventually shelved, protester demands expanded to include calls for democratic change and an investigation into alleged police abuses. They grew increasingly violent in the second half of the year.
In a statement issued after the vote to remove Tai, the Chinese government's liaison office in Hong Kong said it was "a punishment for evil doing."

Donald Trump plays on racist fears of terrorised suburbs to court White voters
Washington: President Donald Trump vowed on Wednesday to protect suburbanites from low-income housing being built in their neighbourhoods, making an appeal to white suburban voters by trying to stir up racist fears about affordable housing and the people who live there.
In a tweet and later in remarks during a visit to Texas, Trump painted a false picture of the suburbs as under siege and ravaged by crime, using fear-mongering language that has become something of a rhetorical flourish in his general election campaign against the presumptive Democratic nominee, Joe Biden.
Trump said on Twitter that “people living their Suburban Lifestyle Dream” would “no longer be bothered or financially hurt by having low income housing built in your neighbourhood.” The president was referring to the administration’s decision last week to roll back a Barack Obama-era program intended to combat racial segregation in suburban housing. The programme expanded provisions in the Fair Housing Act to encourage diversification and “foster inclusive communities.”
“Your housing prices will go up based on the market, and crime will go down,” he wrote, even though there was no evidence that the program led to an increase in crime.
The tweet, sent from aboard Air Force One as Trump travelled to Texas, was the latest example of the president stoking racial division as he seeks to win over voters in his bid for reelection. White suburban voters, particularly women, were key to his victory in 2016 but are slipping away from him.
The remarks also came just days after aides had convinced the president that his best reelection strategy was to demonstrate that he was focussed on a comprehensive response to the surging coronavirus pandemic. In recent weeks, as the president’s poll numbers have tumbled, some of his advisors have told Trump to try to convince a sceptical nation that he has been effective in managing the virus crisis and is taking it seriously.
Last week, Trump resuscitated the White House briefings focused on the pandemic, keeping them shorter and more focussed than the ones he conducted in March, when he often rambled in his comments, sparred with the news media and engaged in fanciful speculation, including that injecting disinfectant into the human body could help fend off the virus.
He also changed his stance on face masks, calling it “patriotic” to wear one and even appearing in public with one on. On Monday, Trump promoted what he claimed was quick progress on a vaccine during a trip to North Carolina to visit a plant working on one.
But since he took office, Trump’s presidency has unfolded along two tracks: the scripted one, which he sticks to for hours or sometimes days at a time, and the one guided by his own instincts, often revealed on Twitter. Trump has been more eager to talk about culture wars and draw attention to images of unrest on the streets of cities led by Democratic politicians than to stay focused on the virus.
And his tweet Wednesday was further evidence that he inevitably reverts to his instinct to play to his base when campaigning under pressure.
During his remarks in West Texas later Wednesday, Trump bragged again that he had ended a government program that tries to reduce segregation in suburban areas.
“People fight all of their lives to get into the suburbs and have a beautiful home,” he said. “There will be no more low-income housing forced into the suburbs.
“It’s been hell for suburbia,” he added, before telling the audience to “enjoy your life, ladies and gentlemen.”
Trump has also invoked the suburbs to try to increase apprehension about Biden. Last week he provocatively tweeted directly to “the Suburban Housewives of America,” warning, “Biden will destroy your neighbourhood and your American Dream.”
Andrew Bates, a spokesman for Biden, the former vice-president, accused Trump of trying to further divide the country.
“Instead of finally leading, Donald Trump is yet again attempting to distract from his catastrophic failed response to the pandemic by trying to divide our nation,” Bates said. “Turning Americans against each other with total lies is unacceptable for a commander-in-chief at any time, but it’s especially heinous to do so in a moment of worsening crisis.”
The Biden campaign said that as president, Biden would reinstate the program expanding provisions in the Fair Housing Act.
Trump and his father, Fred Trump, were sued by the Department of Justice in the 1970s for their company’s practice of discriminating against Black tenants.
Trump’s view of the makeup of the American suburbs also appears to be frozen in time. In 2018, support from suburban voters helped Democrats retake the House of Representatives. The following year, they helped Democrats win governorships in reliably red states like Kentucky and Louisiana.
Trump’s support among women and among independent voters have both suffered as he has repeatedly made divisive entreaties based on race or retweeted inflammatory Twitter posts. His mishandling of the coronavirus pandemic has also contributed to his falloff in the polls.
Earlier this year, the Trump campaign poured tens of millions of dollars into television commercials highlighting the administration’s focus on criminal justice reform, which was as much an attempt to convince white suburban voters that the president was not racist as it was to expand Trump’s appeal among voters of color.
Since then, however, Trump’s own rhetoric and the actions of his administration appear to have undone any inroads those advertisements may have made. He has demonized protesters in the wake of the killing of George Floyd, a Black man, in the custody of white police officers. Vice President Mike Pence has refused to say “Black Lives Matter,” insisting in an interview that “all life matters, born and unborn.”
Trump has said that Black Lives Matter is a “symbol of hate,” despite the fact that a majority of voters support the protests that have taken place nationally.
The president also has openly defended the Confederate flag, scolding NASCAR when it banned it from its races, and he has tried to conflate peaceful protesters with a smaller group who have more aggressively sought to tear down statues of Confederate generals.
Jef Pollock, a Democratic pollster, said that Trump is recycling a political playbook from an era that’s long gone.
“Trump is playing old New York politics from the 1990s,” Pollock said. “The reality is that more and more suburban voters have embraced diversity as a positive thing for their community. They support the Black Lives Matter movement, and from an aspirational perspective, they want their children to grow up in a more tolerant and less divided country. What’s scary to them is the constant division and intolerance that Trump is promulgating.”

Latin America grappling with a 'decline of democracy' under coronavirus pandemic
Caracas, Venezuela: Postponed elections. Sidelined courts. A persecuted Opposition.
As the coronavirus pandemic tears through Latin America and the Caribbean, killing more than 180,000 and destroying the livelihoods of tens of millions in the region, it is also undermining democratic norms that were already under strain.
Leaders ranging from the Centre-Right to the Far-Left have used the crisis as justification to extend their time in office, weaken oversight of government actions and silence critics — actions that under different circumstances would be described as authoritarian and anti-democratic but are now being billed as lifesaving measures to curb the spread of the disease.
The gradual undermining of democratic rules during an economic crisis and a public health catastrophe could leave Latin America primed for slower growth and an increase in corruption and human rights abuses, experts warned. This is particularly true in places where political rights and accountability were already in steep decline.
“It’s not a matter of left or right; it’s a general decline of democracy across the region,” said Alessandra Pinna, a Latin America researcher at Freedom House, an independent Washington-based research organisation that measures global political liberties.
There are now five Latin American and Caribbean nations with recent democratic histories — Venezuela, Nicaragua, Guyana, Bolivia and Haiti — where governments weren’t chosen in free and fair elections or have overstayed their time in office. That is the highest number since the late 1980s, when the Cold War receded and several countries in the grip of civil war or military dictatorships transitioned to peace and democracy.
Most of those leaders were already bending the rules of democracy to stay in power before the pandemic but seized on emergency conditions created by the spread of the virus to strengthen their position.
President Nicolás Maduro of Venezuela has detained or conducted home raids against dozens of journalists, social activists and opposition leaders for questioning the government’s dubious coronavirus figures.
In Nicaragua, President Daniel Ortega released thousands of inmates because of the threat posed by the virus but kept political prisoners behind bars, while in Guyana, a lockdown thwarted protests against the government’s attempt to stay in power despite having lost an election.
In Bolivia, a caretaker government has used the pandemic to postpone elections, tap into emergency aid to bolster its electoral campaign and threaten to ban the main opposition candidate from running.
And in the island nation of St Kitts and Nevis, the government imposed a strict lockdown on its 50,000 people during the campaign for general elections in June, hampering opposition efforts to meet voters while also keeping international election observers from travelling to the country.
It was the first time in recent history that a host country withdrew its invitation to the Organisation of American States, a regional group that promotes democracy, to observe elections.
The loss of public trust in governments in Latin America is not new, but the erosion of democratic norms in the pandemic arrived at a time when the region’s economic growth and social progress were already unraveling, leaving many uncertain about the ability of democratic leaders to solve entrenched problems such as inequality, crime and corruption.
By 2018, only one in four people in Latin America said they were satisfied with democracy — the lowest number since Latinobarómetro, a regional polling company, began asking that question 25 years ago.

Discontent with the political establishment led to a wave of populist victories in recent years, including those of President Jair Bolsonaro of Brazil, who is on the far-right, and President Andrés Manuel López Obrador of Mexico, who is on the left. It also led to mass street protests in several Latin American countries last year.
The pandemic, hitting during this time of political upheaval, has plunged the region into the deepest recession in its history, exacerbating weaknesses in health and welfare systems and highlighting the ways in which many leaders are unable to meet public demands.
“All the things that Latin Americans have already been clamouring for — greater equality, better services — have been dramatically worsened by the pandemic,” said Cynthia Arnson, Latin America program director at the Wilson Centre, a think-tank in Washington. “The economic pain is dramatic, and it’s putting additional strain on the already weak institutions.”
It has also put a strain on the region’s struggling health care systems. Latin America has become a global hot spot for the virus, with Brazil, Mexico and Peru among the 10 nations with the highest numbers of deaths. And according to the United Nations, about 16 million people in Latin America are expected to fall into extreme poverty this year, reversing nearly all of the gains made by the region this century.
Adding to those challenges, democracy in Latin America has also lost a champion in the United States, which had played an important role in promoting democracy after the end of the Cold War by financing good governance programs and calling out authoritarian abuses.
Under President Donald Trump, the United States has mostly focussed regional policy on opposing left-wing autocrats in Venezuela and Cuba and curbing immigration, making aid to Central American nations, among the region’s poorest, contingent on cooperating with the administration on immigration.
The Trump administration also refrained from commenting when Nayib Bukele, president of El Salvador, ignored Supreme Court rulings and used the military to crack down on quarantine violators during the pandemic.
US support for democracy initiatives in Latin America fell by almost half last year to $326 million, according to preliminary figures compiled by the US Agency for International Development.
“In the last few years we have not only abandoned our role as a democratising force in Latin America and the world, but we have promoted negative forces,” said Orlando Pérez, a political scientist at the University of North Texas. “Our policy is now: ‘You’re on your own — America first.’ ”
In the few democratic strongholds in Latin America, such as Uruguay and Costa Rica, leaders responded to the pandemic with efficiency and transparency, bolstering public trust in the government. In the Dominican Republic and Suriname, incumbent presidents recently bowed out of power after losing elections that were held despite the pandemic.
In many instances, judges and civil servants have resisted the attacks on democratic institutions during the pandemic, said Javier Corrales, a professor of Latin American studies at Amherst College in Massachusetts. “The defenders of liberal democracy in Latin America are not defeated,” Corrales said. “It’s not an open terrain for would-be authoritarians.”
Yet in most Latin American nations, the coronavirus accelerated an existing democratic decline by exposing the weakness and corruption of governments in the face of the catastrophe.
“When confronted with an existential threat, countries that did not already have deep democratic systems are choosing tactics that help leaders consolidate their power,” said John Polga-Hecimovich, a political scientist at the US Naval Academy in Maryland.
The political tensions gripping the region during the pandemic could be just the beginning of a longer wave of unrest and authoritarianism, said Thomas Carothers, a fellow at the Carnegie Endowment for International Peace. “It will drag the region down into poorer economic performance,” he said. “It also means poorer treatment of human beings, their dignity and rights.”

'Nobody likes me': Donald Trump complains approval rating is lower than Anthony Fauci's
President Donald Trump devolved into self-pity during a White House coronavirus briefing Tuesday, lamenting that his approval ratings were lower than those of two top government medical experts.
Just over a week after he began a rebooted effort, driven by rising infection rates and sinking poll numbers, to talk about the virus in terms more in line with medical consensus, Trump was again making unfounded claims and defending discredited medical experts. It was the sort of eccentric, science-deficient performance that many of his aides believe unnerved the public during the spring and has come to gravely threaten his reelection prospects.
Noting that Dr Anthony S Fauci, the government’s top infectious disease expert, and Dr Deborah L Birx, his administration’s top coronavirus coordinator, have high approval ratings even as his own have sagged, Trump added: “And yet, they’re highly thought of — but nobody likes me.”
“It can only be my personality,” he concluded.
When the president restarted his coronavirus briefings last week after shutting them down in April, he largely hewed to a script, urging Americans to wear masks and practice social distancing.
But on Tuesday, he resumed his freelancing and wandering into politically and medically problematic alleyways. When reporters pressed him on a viral video he had retweeted on Monday night that included doctors falsely claiming that hydroxychloroquine was a “cure” for the virus and that masks were unnecessary, Trump responded: “They’re very respected doctors. There was a woman who was spectacular in her statements about it, and she’s had tremendous success with it.’’
When a reporter noted that the physician who spoke of “a cure,” Dr Stella Immanuel of Houston, also “made videos saying that doctors make medicine using DNA from aliens,” Trump responded, “I know nothing about her,” and abruptly ended the briefing moments later.
Twitter and Facebook have since removed that video, calling it misleading.
Fauci is among several top medical experts, as well as the US Food and Drug Administration, to say repeatedly that hydroxychloroquine has no proven effect against the coronavirus. The Food and Drug Administration last month revoked an authorisation it had issued for emergency use of hydroxychloroquine to treat coronavirus patients, saying it acted “based on recent results from a large, randomised clinical trial in hospitalised patients that found these medicines showed no benefit for decreasing the likelihood of death or speeding recovery.”
But Trump was insistent. “Many doctors think it is extremely successful,” he said of the drug, although he acknowledged that “some people don’t.” Trump also noted that he had taken a roughly 10-day course of the drug in May, after a White House valet tested positive for the virus.
While advisors have pressed Trump to more fully acknowledge the severity of the virus’ spread, he again offered a dissonantly upbeat assessment.
Trump declared “large portions of our country” to be “corona-free,” even though no region in the United States is actually free of the virus. While he noted concern over high case levels in California, Arizona, Texas and Florida, he said: “That’s starting to head down in the right direction. And I think you’ll see it rapidly head down very soon.”
However, a new federal report found that the number of states with outbreaks serious enough to place them in the “red zone” has grown to 21. It called for more restrictions on social activity. Those states include the ones named by Trump, along with Alabama, Arkansas, Georgia, Idaho, Iowa, Kansas, Louisiana, Mississippi, Missouri, Nevada, North Carolina, North Dakota, Oklahoma, South Carolina, Tennessee, Utah and Wisconsin. All had more than 100 new cases per 100,000 people in the past week.
The findings in the new report were sent to state officials by the White House’s coronavirus task force and obtained by The New York Times.
Trump reiterated that he had a “very good relationship” with Fauci while repeating his now-routine complaint that Fauci had opposed his ban in January on most air travel from China into the United States. (Fauci initially doubted the idea but supported the final decision.)
The president, who said he was invoking the Defence Production Act for the 33rd time since the outbreak of the virus — this time to provide a $765 million loan to Kodak to produce pharmaceuticals, part of a new effort to achieve “American pharmaceutical independence” from China and other nations — insisted that he deserved more credit in relation to Fauci for his administration’s efforts to procure more ventilators and personal protective equipment and to enable more virus testing nationwide.
“He’s got this high approval rating, so why don’t I have a high approval rating with respect — and the administration — with respect to the virus?” Trump asked. “So it sort of is curious.”

Vatican said to be hacked from China just weeks before embarking on talks with Beijing
Washington: Chinese hackers infiltrated the Vatican’s computer networks in the past three months, a private monitoring group has concluded, in an apparent espionage effort before the beginning of sensitive negotiations with Beijing.
The attack was detected by Recorded Future, a firm based in Somerville, Massachusetts. The Chinese Communist Party has been waging a broad campaign to tighten its grip on religious groups, in what government leaders have periodically referred to as an effort to “Sinicise religions” in the country.
China officially recognises five religions, including Catholicism, but the authorities often suspect religious groups and worshippers of undermining the control of the Communist Party and the state, and of threatening the country’s national security.
Chinese hackers and state authorities have often used cyber attacks to try to gather information on groups of Buddhist Tibetans, Muslim Uighurs and Falun Gong practitioners outside China.
But this appears to be the first time that hackers, presumed by cyber security experts at Recorded Future to be working for the Chinese state, have been publicly caught directly hacking into the Vatican and the Holy See’s Study Mission to China, the Hong Kong-based group of de facto Vatican representatives who have played a role in negotiating the Catholic Church’s status.
The Vatican and Beijing are expected to start talks in September over control of the appointment of bishops and the status of houses of worship as part of a renewal of a provisional agreement signed in 2018 that revised the terms of the Catholic Church’s operations in China.
The series of intrusions began in early May. One attack was hidden inside a document that appeared to be a legitimate letter from the Vatican to Monsignor Javier Corona Herrera, the chaplain who heads the study mission in Hong Kong, Recorded Future said in a report to be released on Wednesday.
It was an artful deception: An electronic file that looked as if it was on the official stationery of Archbishop Edgar Peña Parra. The letter carried a message from Cardinal Pietro Parolin, the Vatican’s secretary of state, the pope’s second in command and an old China hand who has defended the deal. In his message, Parolin expressed the pope’s sadness about the death of a bishop.
It is unclear whether the letter was fabricated or a real document that the attackers had obtained and then linked to malware that gave them access to the computers of the Hong Kong church offices and the Vatican’s mail servers. Recorded Future concluded that the attack was most likely connected to negotiations over the extension of the 2018 agreement.
In a recent interview with an Italian television program, Archbishop Claudio Maria Celli, a key negotiator of the agreement, said that with the provisional agreement set to expire in September, the Holy See “wants to continue with this step, it wants to go forward.”
Matteo Bruni, the Vatican spokesman, did not respond to a request for comment Tuesday evening, and top Vatican officials with experience dealing with China declined to comment because they said they did not have sufficient information about the alleged hack.
The revelation comes at a moment when the Donald Trump administration is in near daily confrontation with China over the handling of the coronavirus pandemic, closures of diplomatic missions, Beijing’s campaign to claim vast swaths of the South China Sea and American efforts to limit Chinese technological advances in the United States and its allies, especially for installing next-generation communications gear.
But there is no indication that the Trump administration was involved in the report about the attacks on the Vatican.
Recorded Future concluded that the attack was carried out by a state-sponsored group in China, which it named RedDelta. It said that the tactics used by the group were similar to those of other state-sponsored hacking operations that had been identified in the past. But there were also new techniques and new computer code, and identifying the true source of a hack is difficult.
The revelations are certain to anger the Vatican as its relationship with the Chinese government has been enormously delicate, especially over China’s crackdown on Hong Kong. When the Vatican issued prepared remarks on 5 July for Pope Francis’ blessing at St Peter’s Square, it included a message to the people of Hong Kong, saying the current standoff “requires courage, humility, nonviolence and respect for the dignity and rights of all. I hope that social and especially religious life may be expressed in full and true liberty, as indeed several international documents foresee.”
But in the end, the pope did not deliver those words when he spoke.
The negotiations between the Vatican and Beijing would follow on the provisional agreement of 2018. The deal, the details of which are still largely unknown, was aimed at laying the foundation for a process by which the pope and the Chinese authorities could agree on bishops appointed to the head of official churches in China. As part of the deal, Francis agreed to recognise bishops who had been appointed by the Chinese government.
At the time, both sides said it was a starting point for deeper talks, and the Vatican praised it as leading to a rapprochement between the official churches in China and the Holy See. In China, churches for various Christian denominations, including Roman Catholicism, are either sanctioned by the Chinese government, which appoints or approves clerical leaders, or underground ones. The underground Catholic Churches have been loyal to the Vatican, and they are overseen by bishops secretly appointed by the pope.
The 2018 reportedly allowed Beijing to name bishop candidates to the official churches but gave the pope final say over the appointments. This was understood to be the process moving forward after the pope recognised the seven bishops appointed by Chinese officials. Those bishops had been excommunicated by the Vatican.
Critics of the agreement denounced the Vatican for dealing with an authoritarian government and endowing Beijing with greater legitimacy, allowing it potentially more influence over the religious lives of China’s 10 to 12 million Catholics. Some prominent American politicians, such as Senator Marco Rubio, R-Florida, have been among those urging the Vatican to refrain from dealing with the Chinese Communist Party.
Under the rule of Xi Jinping, the Chinese leader, the party has tightened its control over the nation’s religious and spiritual life as part of a drive that Xi has led to increase party oversight in almost every aspect of society. Officials in southeastern China have imposed especially harsh restrictions on the practice of Christianity. From 2014 to 2016, the authorities in Zhejiang province, where Xi once served as party chief, ordered crosses to be torn down from 1,200 to 1,700 churches, according to officials and residents there.
The Vatican has had a fraught relationship with Beijing for decades.
The two severed diplomatic ties in 1951, and the Vatican officially recognises Taiwan, the democratic island that has de facto independence from China. In recent years, Chinese officials have increasingly pressured the handful of governments around the world that recognise Taiwan to end those relationships, with some success. If the Vatican and Beijing move to restore diplomatic ties, Chinese officials would almost certainly demand that the Vatican end relations with Taiwan.
Francis had made it a goal to increase the church’s presence around the world. In China, Protestantism has been growing at a much faster rate than Catholicism.
In 2014, the Chinese government allowed the pope’s airplane to fly through Chinese airspace on its way to Seoul, South Korea, breaking with tradition. The pope broadcast via radio telegram a message to Xi, offering well wishes and blessings of peace. While addressing bishops outside Seoul, the pope said: “In this spirit of openness to others, I earnestly hope that those countries of your continent with whom the Holy See does not yet enjoy a full relationship may not hesitate to further a dialogue for the benefit of all.”
The hackers might have tried to penetrate the systems of the study mission in Hong Kong not only to try to obtain information on the upcoming negotiations, but also to monitor the group during a period of intense unrest in the city.
Since June 2019, large pro-democracy protests have unfolded in the territory. In May, the National People’s Congress in Beijing authorised the enactment of a national security law in Hong Kong that would give the authorities greater tools of repression. Officials imposed the law in June.
Throughout the protests in Hong Kong, officials have suspected churches of helping organise demonstrators and giving them aid.
Chinese hackers have tried to aid the Hong Kong authorities in cracking down on the protests, including by carrying out cyber attacks on Telegram, a secure messaging app used by many demonstrators.

अब PUBG समेत 275 चीनी ऐप होंगे बैन!

Fighting fake news in Ukraine, Facebook fact-checkers tread an increasingly blurry line
Moscow: To understand the complexity of policing online disinformation, consider the small Ukrainian fact-checking group StopFake.
Earlier this year, Facebook hired StopFake to help curb the flow of Russian propaganda and other false news across its platform in Ukraine.
StopFake, like all of Facebook’s outside fact-checkers, signed a pledge to be nonpartisan and not to focus its checks “on any one side”. But in recent weeks, StopFake has been battling accusations of ties to the Ukrainian Far-Right and of bias in its fact-checking. The episode has raised thorny questions for Facebook over whom it allows to separate truth from lies — and who is considered a neutral fact-checker in a country at war.
“They are empowering these organisations and these people to be making calls about what kind of information, what kind of opinions, what kind of communications are illegitimate or legitimate,” Matthew Schaaf, who leads the Ukraine office of the US human rights group Freedom House, said of Facebook and its fact-checkers. “The question that needs to be asked is, do these people deserve our trust?”
A Ukrainian news outlet, Zaborona, published an article this month citing photographs of a prominent StopFake member meeting with nationalist figures, including a white-power rock musician whose lyrics deny the Holocaust. StopFake denied having any Far-Right ties or bias, calling the Zaborona article part of a campaign of slanderous “information attacks.”
Zaborona’s editor, Katerina Sergatskova, said she fled Ukraine on Wednesday after receiving death threats. (StopFake has condemned the threats.) On Facebook, some of her critics had claimed, without evidence, that she was a Kremlin agent.
The episode underlines the high stakes facing US social media companies as they try to respond to disinformation in the world’s geopolitical hot spots. After being criticised for failing to stop the spread of disinformation during the 2016 presidential campaign in the United States, Facebook sought to avoid becoming an arbiter of truth by creating a third-party fact-checking programme.
The program now includes more than 50 organisations that check facts in more than 40 languages, including global news agencies such as Agence France-Presse and Reuters alongside smaller groups like StopFake.
Yevhen Fedchenko, StopFake’s editor-in-chief, declined to comment for this article. He has told other media outlets that he plans to file a lawsuit to defend StopFake’s reputation, and he wrote in an email that “our legal team advised us against talking to media until the hearing in the court”.
Facebook said in a written statement that all its fact-checkers followed a “Code of Principles to promote fairness and non-partisanship in fact-checking.” Baybars Örsek, director of the group that administers that code of principles, said it was conducting an “interim assessment” of StopFake in light of the Zaborona report.
He said his organisation, the International Fact-Checking Network, which was set up by the Poynter Institute for Media Studies in St Petersburg, Florida, takes reports of Far-Right ties seriously. He acknowledged that non-partisanship had long been a particularly difficult thing to ascertain during an armed conflict like Ukraine’s.
“They are working in a country where they are still practically in war with Russia,” Örsek said of StopFake. “This is a question we also struggle with as fact-checkers: How do you do nonpartisan fact-checking when you have tanks on the street?”
Many European countries struggle with Far-Right groups, but critics said they are tolerated to an excessive degree in Ukraine because they share a common enemy with the country’s intellectual mainstream: Russia. The notion that Ukraine has a Far-Right problem, in turn, is amplified and distorted by Russian State propaganda, which often refers to Ukraine’s pro-western revolution in 2014 as a fascist coup.
Deadly fighting between Ukrainian forces and Russian-backed separatists continues to simmer in the country’s east. And propaganda has for years been a key tool for the Kremlin in its effort to keep Ukraine in Russia’s orbit.
The debate over treatment of the Far-Right came to a head after Zaborona published its article describing what it said was evidence of StopFake’s bias. The evidence included social media photographs showing Marko Suprun, who hosts StopFake’s English-language video program about Russian disinformation, meeting with two Ukrainian nationalist musicians at a gathering in 2017.
The songs of one of the musicians, Arseniy Bilodub, include Heroes of the White Race and, referring to the Holocaust, Six Million Words of Lies. Anton Shekhovtsov, an external lecturer at the University of Vienna who studies Far-Right movements in Europe, said in an interview that he did not see StopFake itself as a Far-Right organisation, “but I don’t think that they are non-partisan.”
StopFake countered that Zaborona was employing “the fallacy of guilt by association” in presenting the photographs as evidence of Far-Right connections on the part of Suprun. Suprun did not respond to requests for comment.
“He has also been photographed alongside Rabbi Yakov Bleich, but this does not make him a member of his synagogue,” StopFake said in a lengthy response to the Zaborona article posted online. Suprun, the statement added, “is not involved in the joint fact-checking project StopFake has with Facebook.”
Sergatskova, Zaborona’s editor, is originally from Russia and received Ukrainian citizenship in 2015. A prominent Ukrainian journalist on Facebook called her a “lefty FSB mould” — referring to the Russian spy agency — and other commenters posted her Kyiv home address before she went into hiding.
Human Rights Watch and the Committee to Protect Journalists urged Ukrainian authorities to investigate the threats against Sergatskova. Ukrainian media organisations, including StopFake, signed an open letter condemning the threats. Ukrainian police did not respond to a request for comment.
Sergatskova said in a telephone interview after she went into hiding that her record as an independent journalist has been distorted by critics who saw her as playing into the Kremlin’s hands.
“Truth is a lie, freedom is slavery — it’s an Orwell kind of story,” Sergatskova said. “By all appearances we really, really touched a nerve.”
Ukrainian journalism students and faculty members launched StopFake in 2014 to counter Russian disinformation, drawing praise from Kyiv civil society and Western supporters of Ukraine. StopFake’s agreement this year to sign on as one of Facebook’s two fact-checking partners in Ukraine gave it newfound clout.
Facebook said it reduces a post’s distribution in users’ news feeds if a third-party fact-checker marks a post as false, but it does not take it down. Maksym Skubenko, who heads Facebook’s other Ukrainian fact-checking partner, VoxCheck, said users typically saw posts and articles marked as false within seconds of when his team enters a fact check into Facebook’s system.
StopFake’s website shows that the organisation has carried out some 200 fact checks of posts and articles for Facebook in Russian and Ukrainian since the group started working for the social network in April. Many of the fact checks are apolitical and related to the coronavirus pandemic. A smaller number address issues of Ukrainian national identity, generally when the item being fact-checked fits into a pro-Russian narrative.
In one case, StopFake contested Facebook users’ claims that most Ukrainians celebrated the 9 May Soviet-era Victory Day holiday marking the defeat of Nazi Germany. In another, StopFake fact-checked an interview with a pro-Russian commentator that carried the headline “Ukraine Is Russian People”. When Facebook users try to share the article featuring the interview, they see a pop-up box titled “False Information in This Post.”
If users then click “Post Anyway,” the article appears greyed-out on their profile with the words “False Information: Checked by independent fact-checkers,” with a link to StopFake. The original article quotes the commentator as saying that there are “many Russian people” in Ukraine. StopFake’s fact check cites a poll in which 90 percent of Ukrainians describe their ethnicity as Ukrainian.
The idea that Ukrainians are Russian is often repeated in Russian disinformation, said Nina Jankowicz, a fellow at the Woodrow Wilson International Centre for Scholars in Washington who recently published a book on Russian disinformation. But it is “also a view that many Russians (and some Ukrainians themselves) subscribe to.”
That leads to an unanswered question for Facebook. As Jankowicz put it: “Should opinions be fact-checked?”
Skubenko, who heads Facebook’s other Ukrainian fact-checking partner, said he stayed away from issues of national identity.
“In some cases, it’s impossible to check this in a fact-based way,” he said. “Then you have to write that it’s your personal opinion and not a fact check.”
StopFake’s journalists, like many Ukrainians, “are trying to find this compromise between liberal values and patriotic values,” said Volodymyr Yermolenko, a philosopher who edits Ukraine World magazine. In so doing, he went on, StopFake seeks to break down a long history of Russian propaganda in Ukraine.
“It’s a deconstruction of myths, on top of fact-checking,” he said.
